(UPI)James Geoffrey Marz, 16-yearold junior at Christian Brothers Academy in Lincroft, Friday. won the New Jersey American Legion Oratorical Contest with an essay on "The People and the Constitution." Marz, who lives at 155 Ampere Oakhurst and ranks A debating and soccer as his favorite endeavors, will receive $500 scholarship and the right to compete in the regional contest at Highland, N.Y.. March 29. The regional competition will include contestants from Connecticut, New York and Rhode Island. The winner will then compete in the sectional runoff at Wolfeboro, N.H., April 5 and then the national finals at Portland, April 8.

$4,000 Scholarship The national champion will be awarded a $4,000 college scholarship. Marz, who was sponsored by Memorial Post 338 in Leonardo, won out over four other New Jersey finalists at Hunterdon Central High School.
