20 BROOKLYN EAGLE, AUG. 30, 1949 ISnafu Unraveled, Kogel Pleads for $150,000,000 Hospital Construction Program scheduled to be used to replace City Hospital, now on Welfare 54,300,000 laundry at the Kingston Ave. Hospital, which, con-tiary to previous hospital department reports, said Dr. Kogel. will serve only institutions L-r iryh located in Brooklyn.

Plan for 2 Decades Dr. Kogel, stating that the $150,000,000 program would take care of the city's hospital needs for the next two dec ades," also said that planning called for the "centralization" of treatment services. An in stance of this, he said, were the two hospitals planned for Welfare Island and the one already under construction on the island. Observir- that the 000 in itself could not possibly take care of the city's hospital needs, Dr. Kogel pointed to the "highly successful" home care service now in progress at sev eral city hospitals, the contem plated revamping of ambula tory services at all clinics, breaking of "bottlenecks" caused by inefficient or Inade quate X-ray and laboratory services ana the rehabilitation program already under way These measures, Dr.

Kogel said, would save thousands of hospital beds and contribute to the more rapid recovery of patients including many who had previously been considered 'hopeless" cripples. Queens, which, Dr. Kogel stressed, has only two city hos pitals, compared to Brooklyn's five such institutions, will receive $22,680,000 of the 000,000, $17,200,000 of which is Dr. Marcus D. Kogel, commis sioner of hospitals, today plead ed for "an end to sectionalism" and for "understanding of the philosophy" behind the city's proposed five-year $150,000,000 hospital construction and re habilitation program.

Referring to attacks on the program Decause ot us alloca tion of $17,500,000 to Brooklyn which would give an increase of only 200 beds to the borough, Dr. Kogel insisted that Brook lyn will receive as many bene fits as any other section of the city if and when the program becomes a reality. The project, coupled with the city'3 present $42,000,000 hos pital program, is aimed pri marily at solving the problem of New York's aging population and the treatment of cancer, tuberculosis and other chronic disease cases, Dr. Kogel said. Voters Must Approve But before the new program can be realized, Dr.

Kogel said, the voters of the entire State must approve a constitutional amendment permitting the city to sell $150,000,000 worth of bonds exempt from the city's debt limit. The program earmarks 811,000,000 for a new 500-bed Coney Island Hospital to replace the present outmoded 300-bed structure bearing the same name. Stranded Students Resume Flight Twenty-five students, part of a group of 40 who found themselves stranded when they arrived at the New York International Airport, Idlewild, from Amsterdam, Sunday afternoon, and discovered there was no means of continuing their journey to Chicago, left LaCiardia Field, Queens, last night on a plane of the Robin Airlines.

The Robin flight was ar ranged for the students by Seaboard Western Airlines, which had transported the stu-. dents from Amsterdam to New York, but was unable to take them to Chicago because the line does not have authorization to fly that far inland. Originally, the students had con tracted with Alaska Airlines for a flight from Chicago to Europe and return, but while the group was in Europe, Alaska Airlines went out of business and assigned the return trip to Seaboard Western. Many' of the returning stu dents were without funds when they landed at the Queens Air port, and the Port Authority set up cots at the field for 13 of them. Others went to Man hattan to put up in hotels.

It is believed that the 15 who did not take the Robin Airline plane last night had found other means of continuing their journey.
