died yesterday in his home, 63 Woodbine Ave. He was 61. Born in Brooklyn, Mr. Livingston was educated in that borough and joined the insurance firm as a young man. He was a direct.

descendant of Philip Livingston. a signer of the Declaration of Independence. Surviving are his widow, Mrs. Grace Livingston; twin sons, Robert Dewitt and Philip Van Rensselaer Livingston, and two brothers, Edward M. and Franklin D.

Livingston. Funeral services will be held at 1:30 p.m. Monday at the Episcopal Church of the Redeemer here and burial will be in Evergreens Cemetery, Brooklyn. W. D.

Richardson, N. Y. Sports Writer Cornwall, N. Aug. 9-William Richardson, of 92 Ivy Way, Port Washington, sports writer for the New York Times and a veteran of World War I.

Bela Tokaji, 85, Retired Merchant Bela Tokaji, retired head of a mail order clothing firm and onetime active participant in local and national politics, died yesterday in his home, 130 St. Paul's Place.

He was 85. Born in Hungary, Mr. Tokaji conducted his mail order clothing business in Manhattan for 45 years until his retirement years ago. He served for two years as chief deputy county clerk of Progres- Kings County. Supporting the sive movement through which Theodore Roosevelt sought to regain the Presidency, he served as president of the National Roosevelt League.

For many years his letters to the Brooklyn Eagle were a regular feature of this paper's editorial page. Surviving are two sons, Miklos and Adrian, and four daughters, Mrs. Geraldine Metz, Mrs. Melanie Rothenberg and Clemantine and Adeline Tokaji. Funeral services will be held at 1 p.m.

Semi-Final Round Set for Today in Bridge Tourney The semi-final round of the master pair contract bridge championship is scheduled for this afternoon at the Hotel St. George in the 21st annual Summer tournament of the American Contract Bridge League.

The 136 pairs which entered this event Thursday afternoon are playing through all four sessions. At the end of two rounds of play, William Seamon of Miami Beach. and Waldemar von Zedwitz of Manhattan led the field with a score of points. In second place were Mr. and Mrs.

I.L.A. Rise The New York Shipping Association today considered a 25-centan-hour increase asked by the Atlantic Coast District of the International Longshoremen's Association, A. m. Walter B. Cooke FUNERAL INFORMATION Funeral services for Mrs. Julia S. Lehmann, 85, widow of Charles Lehmann, and a resident of Canarsie for the last 60 years, will be held this afternoon at 2 o'clock at her home, 131 Conklin Ave.

Burial will be in Cypress Hills Cemetery. Mrs. Lehmann, born in the Cypress Hills section Aug. 22, 1861, died Tuesday at the Midwood Hospital, following a stroke suffered last Saturday. She was the daughter of the late John Grogheer, who many years ago was head keeper of the Truant Home on Jamaica the site of which is now occupied by the Franklin K.

9, 1947 5 America Will Return Hesse Crown Jewels By WILLIAM F. MeMENAMIN United Press Staff Correspondent Washington, Aug. 9-The 000 Hesse crown jewels, 200 masterpieces of painting and a vast amount of other precious items are being held in trust in the United States for return to Germany when order is restored, the army said today. The army bases its decision to return these items to Germany on international law. Legal in the Advocate General's office believe that if the United States upholds the protection of individual rights in time of war it must practice what it preaches.

The army's legal experts cite the Hague Convention of 1907 on the laws and customs of war land as the basis for their decision. This international agreement provides that a conquering army shall not requisition private goods except for the needs of an army of occupation. Our M. Troops Were Warned The agreement forbids the taking of works of art from A conquered country even when they are the property of the state or private institutions. The U.

S. army articles of war make all property taken from -an enemy the property of the United States Government. Anyone who violates this provision, the army is punishable by court Prior to the invasion of Europe the army issued detailed instructions to its troops in regard to the treatment of enemy property, including warnings against looting. Army officers admit that it took strenuous efforts to prevent looting in the heat of battle and they say that some violations did occur. But they say these were never given official sanction and many court martials resulted.

The only exception was made in the case of small souvenirs such as badges, medals, pistols and rifles which would have been collected and destroyed anyway, the army said. Gen. Dwight D. Eisenhower set up an art and historical monument section shortly after V-E Day to arrange for restoring thousands of paintings and art objects to their proper owners. Some of these were objects looted by the Nazis from the conquered nations.

Where proper proof of ownership was established, the army returned these items. But the tangle of conflicting claims has given the army legal experts a big task and the office still hasn't finished its job. Treasury Has Jewels The Hesse jewels have been turned over to the Treasury Department for safe keeping until they can be restored to members of the House of Hesse. They stolen from the Kronberg Castle in Germany by Col. Jack Durant and his Wac captain wife, Kathleen Nash Durant, both of whom are serving long prison terms.

The 200 art masterpieces were brought to the United States from Germany by the army for safekeeping "until conditions in Europe warrant their return." These paintings were taken from German museums damaged or destroyed by war. They are being held meanwhile in the National Gallery Art. Another item involved is seven tons of antique German royal table silver brought to America from Germany by the 175th Maryland National Guard infantry division. This silver consists of 324. silver dinner plates, flatware, serving bowls, trays, wine glasses, statuettes, figurines and candelabra.
