Thursday, August 24, 1995 B3 The North Jersey Herald News Councilmen tareet Paterson nolice vacation nolicv By ROYA RAFEI The Herald News PATERSON City police officers are getting too many days off working in a department that is understaffed and for a city that is fiscally strapped, some council members argue. As officials negotiate a new contract, vacation time for police officers has become a topic of debate. The department's top brass is pulling in the most vacation time. Sergeants get 33 days off private sector. "Public employees are getting more than people who employ them." But Patrolman Robert Smith, president of Policemen's Benevolent Association Local 1, said the policy has been in place for years.

Besides, the officers live a tough, stressful job that mandates days off, Smith said. "They deserve every vacation time they get," said Smith. "Does the private sector want to work our jobs? Working hol during the year, lieutenants seven weeks or 35 days, captains earn 37 days and the chief, 40 days or eight weeks. That does not include the 12 holidays and four personal days that each officer is also to under the contract. "Who in the private sector gets seven to eight weeks vacation?" asked Councilman Thomas C.

Rooney who is proposing the city toughen its stand during negotiations and adopt a policy mirroring the porate America that gets six weeks paid vacation," said Councilman Jose "Joey" Torres. "We can no longer pay good salaries and also give maximum benefits. We need more supervision and patrol on the street." In comparison, Clifton's higher-ranked officers receive less time off. For example, Clifton police sergeants with 25 years of service or more will receive 25 vacation days or five weeks; a lieutenant, 26 days; and a captain, 27 days. idays and nights? Does the private sector want to answer the call, 'There's a man with a gun in my back yard? Does a person in private sector have to worry about getting his brain kicked in?" A rookie Paterson police officer receives two weeks of vacation during his first year on the job.

Those who have worked two to five years at the department, get three weeks off. Officers with six to eight years of service receive four weeks of vacation each year. Public Safety Director William E. Dolan, who oversees the police and fire departments, admitted that the vacation time, particularly for the top brass, is excessive but added that the term has been negotiated over the years as part of the officers' contract. The union is currently negotiating the contract for 370 members and supervisors.

The previous pact expired July 31. "I don't know anyone in cor Rooney: City workers should be residents Judges selected to handle hearings on Megan's Law city if they cannot find employees with "special talent," such as registered nurses or lab technicians. Rooney's report said 397 of the city's 1,372 employees make $1,000 or more per week, but two-thirds of those workers live outside of Paterson. The city already has a residency ordinance, requiring non-uniformed employees to live in Paterson, said Personnel Director James Sparano. The ordinance exempts employees with disabilities who need to live with a relative out of town.

The ordinance also allows officials to go outside the By ROYA RAFEI The Herald News PATERSON Armed with charts and graphs, Councilman Thomas C. Rooney Jr. has once again urged the state to require all municipal employees, including police and firefighters, to live in the town in which they work. "The low-income people of Paterson cannot continue to pay more and more money to high-income employees who take that money out of town in ever-increasing amounts," Rooney wrote in a four-page report he distributed at Tuesday's council meeting. "We need them to live here, to pay taxes here, to shop here, to raise their families here." in Hackensack, was also appointed "statewide coordinator" to ensure all hearings are handled smoothly.

Wilentz also appointed a three-member oversight committee to monitor the hearings and to "evaluate the overall results" to ensure Megan's Law is being administered consistently from one jurisdiction to another. The committee members are Appellate Division Judge David Baime, Superior Court Judges Rosemary K. Re-avey of Middlesex County and Superior Court Judge L. Anthony Gibson notification and to what degree. The high court in its ruling said once prosecutors decide certain offenders pose a risk, the offenders should have a right to contest the evidence against them and make their case in private before a judge.

Wilentz yesterday named one Superior Court judge in each of the state's 15 vicinages, or court jurisdictions, to handle all community notification appeals. One of them, Judge Peter Ciolino, assignment judge of the Bergen County courthouse Walton was last known to be alive July 28, at 2 a.m. at the intersection of Passaic and Cianci streets, Paterson. Her body was discovered Aug. 2 in an industrial park in Lincoln Park.
