TAX FOR VIRGINIA VOTERS Franchise 'Committee of Virginia's Convention Nearly Ready to Report. KICHMOND, July session of the Constitutional convention to-day lasted only half an hour. The committees are meeting regularly, mid within a week It Is thought reports will be submitted ami discussion will begin. It looks as If the flood of ordinances, and resolutions -were about exlmstcd. The franchise committee of the convention, according to statements Hindu by members of the committee, will make a report to the convention within the next week or ten days.
