With some antiinflammatories, and some specialized therapy, many muscle strains can get better over a few weeks. Other times, however, it can be more serious and back and neck pain doesn't go away on its own.

The most common cause of serious back or neck pain is that the a disc in the back or neck has herniated. Discs resemble jelly donuts. They act asthe shock absorbers between the bony vertebrae in the back. A healthy disc has a jelly-like center. But sometimes discs can rupture, or herniate, allowing the jelly center to squirt out and press on nearby spinal nerves.

And if we make a mistake, we'll say we're sorry, and we'll move on to the next task." Rounds said he will talk about his goals during Saturday's inaugural speech.

Plans for accomplishing those goals in such things as education, economic development and health care, will be outlined in his State of the State speech during next Tuesday's opening day of the Legislature. The governor tentatively plans to present his budget proposals to the Legislature on Jan. 16. Janklow, noting a potential S50 million revenue shortfall and respecting his replacement as governor, did not offer a budget plan during his traditional December budget speech. One reporter and a photographer were allowed to witness Rounds' oath-taking.

Other reporters waited in a nearby room for a chance to question Rounds about his first duties as governor. Rounds said access to the ceremony was limited because he will repeat the oath of office Saturday at an inauguration ceremony that will be open to the public, and he didn't want to spoil things for those who will attend. Rounds said he is excited about being governor and will take it seriously, but he said he also plans to have fun in his new position. "Seasons change. So do jobs," Rounds said.

"This particular job brings on a huge amount of responsibility and opportunity, but there's never a point at which we should take ourselves too seriously." Former state Sen. Dennis Daugaard of Garretson is the new lieutenant governor, replacing Carole Hillard of Rapid City. Janklow takes oath in Congress WASHINGTON (AP) Bill Janklow, who served four terms as governor, was sworn in Tuesday as South Dakota's U.S. representative. He took his oath of office on the House floor along with other House members In the 108th Congress.

Janklow has been South Dakota's attorney general and served four four -year terms as governor, making him the nation's longest-serving governor. He ran for the two-year House term In 2002, winning the GOP nomination and defeating Democrat Stephanie Herseth in the general election. Janklow replaces Republican John Thune, who served six years. Thune lost to Democratic U.S. Sen.

By Joe Kafka Associated Press Writer PIERRE Mike Rounds, who started as a distant underdog In the Republican race for governor but easily won the GOP primary and then the general election, took the oath of office Tuesday as South Dakota's chief executive. Rounds, 48, was sworn In as the state's 30th governor at a mostly private ceremony that began at 1 1:44 a.m. CST in his Capitol office. About a dozen family members, friends and staffers attended the brief affair.

State Supreme Court Chief Justice David Gilbertson presided as Rounds repeated the oath of office and then signed the formal document that later was filed with the secretary of state. "So, it's legal," Gilbertson told Rounds. "Congratulations, Governor." Jean Rounds, the new governor's wife, was beaming as she entered the Statehouse. "Wow. It's exciting.

It's really exciting." she said. "I'm so proud of him." Also on hand was Rounds' father, Don, 75. He said parents don't expect their children to grow up to be governors, but he Is not surprised about his son's political fortunes. "I'm just thinking how lucky you can be and how many good people there are In this town and this state," the proud father said. Rounds was sworn in Tuesday only a few minutes ahead of a similar oath-taking ceremony In Washington, D.C., that saw outgoing Gov.

Bill Janklow become South Dakota's lone member in the U.S. House of Representatives. Rounds spent 10 years in the state Senate. He was GOP leader during the last six years of his term, working closely with Janklow, also a Republican and a legend in state politics.
