City bright EaM- er this year thanks to students In the St. Thomas More High Sc hool Spanish Club, The students delivered a full ham dinner, stuffed animals, plastic eggs filled with candy and a gilt certificate for 104 to the mother and her children, Spanish teacher Donna Eliason said. Each year, Spanish Club members do three community projects, delivering food baskets to needy mothers and their children. Students Erovide food and gifts for the askets, which are delivered through local service agencies. This year's Spanish Club prepared a Thanksgiving basket for a family chosen through Catholic Social Services and a Christmas basket with gifts for a family served by Working Against Violence Inc.

The Bureau of Reclamation will change the outlet works at Pactola djj Dam weM of Rapid ETCf City this fall, The bureau will open bids on the 'Pactola Dam Outlet Works Modification" project on May 17, according to the bureau's Rapid City office manager, Jeff Nettleton, The work is scheduled to run from Sept. 4 through mid-October. The contractor will build a 10-inch bypass pipeline in the outlet works and will clean and iaspect the outlet works stilling basin. The bypass pipeline will allow a continuous release to Rapid Creek to be maintained while cleaning and Inspection of the stilling basin is accomplished," Nettleton said. Nettleton is Informing all water users on Rapid Creek about the required work and the impact on water flows.

During the construction period, releases from Pactola will be limited to 15 cubic feet of water per second (cs.) Normally, releases during September and October run at 35 cfs and range from 10 tolOO cfs. Last year's releases during that period were 50 cfs at the start of September and were down to 35 cfs by mid-October. Nettleton said. Don Potovich, y's The Bureau of Reclamation will work on the outlet at Pactola Dam this fall. A 10-inch bypass pipeline will be installed so workers can clean and inspect the stilling basin.

Inflows at Keyhole In 2000 were the lowest In the 48-ycar history of the dam. Current Inflows also arc slightly below average. Belle Fourche Reservoir Is well above Its average level for this time of year. The reservoir, also known as Orman Dam, is 1.5 feet from full and is rising slowly.

Water Is diverted from the Belle Fourche River through an Inlet canal and Into the reservoir. Currently, all the water Is being sent down the Belle Fourche River. Shadehlll Reservoir on the Grand River near Lemmon Is 1.3 feet Into the flood pool, The reservoir began spilling March 16 and peaked In Its discharge March 25 at 700 cfs, Shadehlll still Is dumping 550 cfs, which Anderson said is not a large spill for this time of year, Angostura Reservoir near Hot Springs has risen 8 feet since September and currently Is 2.5 feet from full. Inflows have been above average, Anderson said. Bodies of water In western South Dakota and eastern Rapid City Wyoming are storing up runoff from winter snows and spring rains.

Five of the six Bureau of Reclamation reservoirs have pulled In above-average spring Inflows. Doppler system offers weather snapshots that are more immediate that the National Weather Service's Doppler radar network, called NexRad. The NWS station Is north of New Underwood, "NexRad Is an excellent radar network, but It has one drawback: By the time radar pictures are processed and distributed, the pictures are 6 to 20 minutes old," said KELO General Manager Mark Antoni-tls. KELO-TV said It chose the site north of Wall because of Golden West's technology and the location's radar view.

Using the Incorrect form of "He" or "lay" Is such an easy grammatical mistake to make, and Jim had made It two days running In stories about a man who was run over by a car near Farmlngdale, Both days, Jim had written that the man was "laying" on Highway 44 when he was struck by the car. And both days, I changed the word to "lying" before finally alerting Jim to his error.

"Yeah, 'lay' Is a transitive verb," West River Editor Steve Miller chimed In, to which 1 thought, "What the heck does that mean?" It's been a long time (maybe too long) since I've delved Into a Harbrace Handbook or other grammar tome. That means you're doing something, like 'laying' It on the table," Steve explained, apparently reading my thoughts. I don't mean to pick on Jim. Each of us has his or her grammatical or word-use pitfalls. It took me a long time to get "He, lay" straight, and I still occasionally look It up In the stylebook.
