Ray, for the last 40 years chief clerk at Brooklyn Fire Headquarters on Jay died yesterday of A heart attack in his home at 1308 Dean St. He was a half-brother of Dr. Charles F. Pabst, chief dermatologist at Greenpoint Hospital and chairman of the press reference committee of the Kings Medical Society. Mr.

Ray was born in Manhattan, the son of James Ray, a well-known builder, who developed the historic Jumel estate in Washington Heights. He was widely known in civic circles in Manhattan and Brooklyn, where he lived for many years, and was a member and former president of the Cathedral Club in Man- George W. Richard M. Byrne, Queens Lawyer, 67 Was a Brother-in-Law Of Dr. Eugene Colligan Richard M. Byrne, prominent Queens attorney, died yesterday at his home, 185-40 87th Woodhaven, yesterday, He was 67 and had been in poor health for several years. Born in Ireland, Mr.

Byrne came to the United States as a child and lived for many years in the Greenpoint section. He was a brotherin-law of Dr. Eugene A. Colligan, former president of Hunter College, and a brother of Dr. Ignatius Byrne, former president of the Catholic Physicians Guild of the Diocese of Brooklyn.

After graduation from the New York University Law School, he practiced in Greenpoint, where he resided until 20 years ago, when he moved to Queens. He was a charter member of Lexington Council, Knights of Columbus, and was associated with the Woodhaven Democratic Club. A solemn mass of requiem will be celebrated at 10 a.m. Thursday in the R. C.

Church of St. Thomas the Apostle. Burial will be in Mount St. Mary's Cemetery. Surviving are his widow.

Baking Company, of Long Island City, died yesterday in his home, 34-28 80th Jackson Heights. He had been in ill health for a year and had been in Florida until last week. Mr. Grennan was born in Monticello, Ill. He came to New York ten years ago to organize the baking company, manufacturers of "Farm Crest" products.

Surviving are his widow. Lillian a son. Robert L. and two brothers, Raymond M. of Detroit, and Ernest L.

Bourquin, pastor of the Bethlehem Evangelical Church. Cortelsou Road and E. 70th died in his sleep early yesterday of a heart attack. He lived at 566 E. 70th St.

Born in Arcola, 63 years ago, Mr. Bourquin came to Brooklyn 30 years ago and took up the of the Bethlehem Church, the congregation of which at that time worshipped on the ground floor of a two-family house. Through the efforts of Mr. Bourquin the church as well as the congregation grew rapidly and 15 years ago the present structure of the Bethlenem church was completed. Mr.

Beurquin was graduated from Elmhurst College in Illinois and received degrees from Oberlin Seminary in Ohio and Eden Seminary in Missouri Before coming to Brooklyn he served pastorates in Millersburg, Ohio, and Paducah, Ky. Funeral services for Mr. Bourquin will be held tomorrow at 8 p.m. in the Bethlehem Church. A special Sunday School service will be held at 5 p.m.

Mr. Epurquin is survived by his widow. Mrs. Meta L. Fehrenbach Bourquin.

Walter T. Voege, Architect, 67 Funeral services for Walter T. Voege. 67. architect, who died of a stroke yesterday in the Hotel St.

George, where he had lived for the last 10 years, will be held at 2:30 p.m. tomorrow in the Fairchild Chapel, 86 Lefferts Place. Born 111 Williamsburg, Mr. Voege was a lifelong resident of the borough. He was graduated from old Public School 16 on Wilson St.

and from the Boys High School in 1890. After being graduated he became an architect and later was associated with Milliken Brothers in the construction business. For ten years he had represented a Cleveland building products concern. He was a bachelor and a lifelong member of St. Paul's Lutheran Church.

He was a member of the Brooklyn Institute of Arts and Sciences and of the Town Hall Club in Manhattan. Surviving is a brother, Harry W. Voege. Hold Memorial Service For Arthur Lachman Memorial services for Arthur Lachman, Manhattan hat retailer, who died March 14, were held Sunday in the Riverside Chapel. Manhattan.

Norse Legation in Paris Swamped by Volunteers Paris, April 16 (P) The Norwegian legation in Paris today was forced to discontinue receiving applications from volunteers seeking service in Norway, because of the crush of men jamming the legation for the past several days. Frenchmen, Britons and Spanlards predominated among the hundreds trying to volunteer.

Frederic S. Williams Frederic S. Williams, a designer of machinery for the American Safety Razor Corporation in Brooklyn for the last 15 years, died in his home at Hartsdale, N. on Sunday. He is survived by his wife.

Mrs. Susan Godwin Williams. and two sisters, Miss Katherine S. Williams and Mrs. Carrie Graham of Chicago.

He was associated with the charity bureau under the presidency of the late Alfred Tredway White, and assisted in formulating many of the organization's early policies. He was a member of the central district case committee of the bureau's family service department from 1911 until 1913 when he became chairman of the department's service and relief committee. Interment Holy Cross Cemetery, Special to the Brooklyn Eagie Great Neck, April 16-Edwin Glanffrwd Jenkins, lawyer and a prominent Republican politician in Floral Park, died yesterday in his home, 11 Broadlawn after an illness of a year. He was 41. Mr. Jenkins, whose law offices were at 230 Jericho Turnpike, was born in Nantynivel, South Wales. A radio operator in the British Navy during the World War, he was cited for meritorious service during the Battle of Jutland.

He served in the navy three years and at one time was its lightweight boxing champion. He came to this country and entered Yale University, class of 1927. He captained the Freshman boxing team, was a member of the debat- Otto J. Miller Rockville Centre. April 16-Funeral services will be held at the Joseph Macken Funeral Home here tonight for Otto J.

Miller of 335 Southside Freeport, who died there Sunday at the age of 77. He was a retired real estate broker. Mr. Miller was born in Brooklyn and was a member of the Freeport Methodist Church. The Rev.

A. E. Pollard Jones of the church will officiate. Burial will be in Evergreens Cemetery, Brooklyn. Mr.

Miller is survived by two sons. George, with whom he lived, and Harry. Mr. Jenkins was one of the first group of students to which was awarded the three $500 scholarships established by the Phelps Association of Yale. He was a member of the Delta Kappa Epsilon fraternity. In 1933 Mr. Jenkins was elected president of the Republican Club in Floral Park uuring a contest that brought defeat to older members of the organization.

He is survived by his widow. Mrs. Mildred Jenkins; a daughter. Carroll S. Jenkins; his father, Edwin Jenkins and three brothers and two sisters.

Rev. W. E. Bourquin Miss E. Walsh, 63, Of Education Unit Directed City's Bureau For Retarded Children Miss Elizabeth A.

Walsh of 404 W. 116th Manhattan, director of the Board of Education's Bureau for Children With Retarded Mental Development, died yesterday at the age of 63 in St. Luke's Hospital, Manhattan. She had been ill since November. Miss Walsh, whose bureau: supervises more than 600 ungraded classes for more than 12,000 children in the city schools, was born in Marathon, N.

A graduate of the Cortland Normal School, she received a B.S. degree from Teachers College, Columbia University, in 1916 and an M.A. degree from Columbia in 1917. She taught delinquent boys in the Boys School on Randall's Island in 1897-98 and for the next ten years was an instructor at the Truant School in Binghamton, N. Y.

She came to Manhattan as a teacher of an ungraded class at Public School 165 in 1908 and five years later was appointed assistant inspector of the department of ungraded classes. Was Author and Speaker In 1932 she became the inspector of that department and in 1935 became the first director of the Bureau for Children With Retarded Mental Development. She was largely instrumental in extending ungraded classes into the junior high schools and vocational schools. Miss Walsh was vice president of the special education division of the National Education Association and a member of the Women's City Club and the Women's University Club. She is the author of many articles on ungraded class teaching methods and has discussed these methods on several occasions over the radio.

She was secretary -treasurer of the Council of Women Directors of the Board of Education. and chairman of the board's special education committee for the New York World's Fair. Surviving are three sisters. Mrs. William McAuliffe of Cortland.

were standing on top of the chimney knocking away bricks with hammers and chisels. Braham lost his balance and fell. Clutching the ladder as he fell. he broke off the top portion, which went with him. Teagle thus was stranded.

He was at one time chairman of the board of directors of the 16th A. D. Regular Democratic Organization and was formerly president of the Coney Islard Hebrew Association. He was one of the founders of the West End Society, a member of the Brooklyn Lodge, 22. of the Elks and Amos Lodge, F.

A. and of Kismet Temple. Mr. Joseph was born in Montreal, Canada, and came to New York as a child. He attended the public schools, the College of the City of New York and Columbia University Law School.
