Besiden the dancing of Astaire and Rogers, the music of Berlin and the skillful direction of Mark Sandrich, It possesses a combination of qualities wholly rare for a movie a sustained mood, abundant life, a pleasant strain of humor end genuinely high spirits. Heading the cast are Maureen O'Sulllvan, Edmund Qwenn (remember the genial rascal of "Laburnum and Luclle Watson.

The co-feature will be the Universal thriller, "Storm Over the Andes," with Jack Holt, Mona Barrie and Antonio Moreno. As an added attraction, the program will also include the first of the series of "The emphasis at this moment, But perhaps you did not know, also, that be Is a deft light comedian and can deliver a song to as great an effect as any radio tenor now employed in Hollywood plus a rhythmic verve possessed by none of them. If these, things are news to you, "Top Hat" will acquaint you with Astaire at his most genial and winning self; If they are not news to you, you will scarcely need my urging to see "Top Hat." In this variation on the theme of two nimble feet, Astaire is cast as an American dancer playing in London who finds himself attracted to utilize this latest fad in transportation for the edification of moviegoers. Hence we have "Streamline Express," the current film at the Fox Theater. A trifling, unpretentious little comedy, it serves mainly as an advertisement for the new trains, which apparently are the ultimate in speed, luxury and comfort.

Based on a story of hi. own creation, this first musical picture ever to be enacted entirely by colored players will be called "The Chocolate Princess." It will, Mr. Lubitsch confides, be on the order of "The Love Parade," one of his most successful movie operettas.

The cast, which will Include some of the world's most famous Negro talent, Is now being assembled and production Is scheduled to get under way In a few weeks. Cast The signing of four new player, for Samuel Goldwyn's forthcoming production, "Splendor," completes the cast of this Rachel Crothers screen play. Ivan Simpson, Lois January, Reginald Sheffield and Torben Myer assume their roles in the film today In support of Miriam Hopkins and Joel McCrea. Onslow Stevens, Toby Wing and Esther Ralston are the latest additions to the cast of "Forced Landing," Republic's picturizatlon of an original story by William Boehnel and Morris Helprin. As, heretofore, the Fox will continue its weekly previews on Thursday evenings. The Monday night Amateur Hour broadcasts over WMCA also will be continued under the new policy. Colbert Again Claudette Colbert, who rose to new starring heights in "It Happened One Night," the picture for which she won the Motion Picture Academy's acting award, will be revealed this week In her latest film, "She Married Her Boss." It opens Thursday at the Radio City Music Hall, and the Columbia company tells us that "it Is in the same gay manner" of the earlier Colbert vehicle. In "She Married Her Boss" Claudette Is seen as a painfully efficient private secretary to a young man with bad digestion and bitter memories of a sour marital experience. Though sympathize, with her boss' dyspepsia, she becomes Impatient with his views on marriage when she finds herself In love with him.

Miss Colbert has two leading men In the new picture Michael Bartlett and Melvyn Douglas. I Above! George Brent in "Special Agent," th screen thriller at the Manhattan Strand. Top, right: Jack Oakie, who add humor to "The, Big Broadcast of 936" at the Brooklyn Paramount. Muni Loses His Identity action lags regrettably, however, in spite of its setting and the dialogue is positively threadbare. Apart from that, "Streamline Express" Is fair screen entertainment.

The cast, headed by Victor Jory and Evelyn Venable, turn in commendable performances. The story resolves Itself around the efforts of Mr. Jory, a young stage producer, to live up to the maxim, "the show must go on." Piqued at his criticisms of her acting. Miss Venable, his leading lady, deserts the new show at dress rehearsal, becomes engaged to Ralph Forbes and books passage on the streamline express leaving New York on its inaugural 20-hour run to Los Angeles. Hot on her trail comes Mr.

Jory, who after several unsuccessful attempts to see his errant leading lady stows himself away aboard the train disguised as a steward. In this capacity he spends his time trying to persuade the indignant Miss Venable to return to the show and dissuade her from marrying Mr. Forbes. When we tell you he is finally successful In both efforts, we're not exactly giving away secrets. As the train rushes on, the loves and lives of sundry other passengers are glimpsed rather sketchily.

There is one of those "eternal triangle" affairs, resulting in the reconciliation of a runaway husband and his wife, unwittingly abetted by the suave Sidney Blackmer. And there is Vince Barnett, who supplies the comedy in the role of an expectant father who is rushing to the Coast so that his child may be born in California and thereby win a fortune bequeathed by an uncle. it is not implausible that he should be a guest at the same party. There are perhaps more complications than are necessary in what happens afterward, but some of them are Ingenious and others are funny, especially those involving Erik Rhodes, who had a not dissimilar role in "Gay Divorcee." Astaire is seen at the top of his form in "Top Hat," especially in the dances to "Isn't it a Lovely Day?" "Foot Loose and Fancy Free," "Top Hat" and "Cheek to Cheek." In the first and last of these Miss Rogers is his wholly Ingratiating partner, demonstrating once again the vast benefit which has been bestowed upon her by professional association with Astaire, He also has brilliant routines for both of the other numbers especially in the intricacies of "Top Hat," done with a tall-coated chorus of male dancers. Besides the absurdities contributed by Rhodes, there are some moments of high nonsense by Edward Everett Horton (as Astaire 's friend) and Helen Broderick, as the undeceived wife. Altogether "Top Hat" is the first musical picture of the season which must be seen if you wish to be well-equipped with parlor conversation. At the Fox "Streamline Exprpss." a Mascot picture.

Muni. There he was, stretched out in the barber chair. Campbell was bending over him. We made our self comfortable and watched. On the wall back of Muni's head was a large picture of the actor as Louis Pasteur, Campbell only looked at the picture once during the whole proceeding.

Unlike mast men who stand over prostrate forms in barber chairs. Campbell had nothing to say. Mr. Muni did the talking. 'We Raise the Hair Line" "First we raise my hair line two inches," Muni explained.

"You see, my hair line Is two inches lower than Pasteur's." That sounded difficult. It was. It took an hour. Gradually the hair line receded. At half past seven It was one inch higher.

At eight it was two inches higher and you couldn't tell that It wasn't always that way. lip. A few bits were glued on here and there, "Now comes the ordeal," Muni said. "I get a new skin on the upper part of my face." Creates Artificial Skin Campbell applied strange liquids and worked them in. He was very careful about It for he had to create an artificial skin texture over the original Muni hair line.

Little wrinkles appeared. The brow became deeply furrowed. There wasn't a trace of Muni's face left. Ht sat up and surveyed himself In the mirror. Then he took a picture out of his pocket and handed It to us, "That Is Pasteur," he said.

"We looked at the photograph. We looked at the man In the chair. Ther were identical. Muni put on a padded shirt and slipped into a coat. Now he was portly and a little stooped.

His voice changed. His mannerisms changed. And when he walked out into the sunshine and headed for Stage Two where William Dieterle, the director, was awaiting him, he was Paul Muni no longer. Louis Pasteur had come back to life. 374 Fulton near Smith St.

23 Every morning at seven these fine days, Paul Muni walks into the makeup department at the First National studio. Two hours and ten minutes later, the famous French scientist, Louis Pasteur, walks out. That's not magic that's Hollywood. What goes on in those two hours and ten minutes? How does a man become another man who has been dead for many years? To find the answer to these questions, we lay In wait for Muni, the other morning. We are not accustomed to getting up at seven.

That Is early In Hollywood. That is early anywhere. We were a little skeptical about Muni being up. He was. He was sitting in a barber chair, and though he had a fine black beard he wasn't waiting for a shave.

He wanted more, not less, whiskers. Master of Makeup The morning we watched Muni being made up for his starring part in "Enemy of Man," Clay Campbell did the work. Mr. Campbell got into the makeup business through chance. He came to Los Angeles 15 years ago looking for a job.

A concern that made wax figures lor department stores and wax museums needed some one to help turn pieces of wax into men and women and Mr. Campbell went to work. For ten years he put wigs on bald wax heads and modeled wax faces and wax ears and wax noses. Then a few years ago, Warner National made a picture called wwmui oo. rtoom lor private xunctlons.

when it changes Its name on Oct. 1 from the Westminister Cinema to the World Theater, is "Legong," made in the Island of Bali by the Marquis Henri de la Falaise. The announcement was made last night by Irvin Shapiro and Archie Mayers, the new proprietors of the theater which served for so many years as the producing headquarters of Charles Hopkins. "Legong," it is explained, means In Balinese "Dance of the Virgins." and its story of triangular romance unfolds In the picturesque primitive homes, the intimate market places and the ancient and magnificent 'The 39 Steps' Continues On Roxy Theater Screen Having been acclaimed one of the outstanding pictures of the new season, "The 39 Steps," the G-B melodramatic hit with Robert Donat and Madeleine Carroll, is being held over for a second week at the Roxy Theater. The gala variety revue on the stage, in which Billy Hill is featured, is also being held over for a second week, as is the added screen attraction, "The Voice of Experience." The consensus of critical opinion concerning "The 39 Steps" is that it is the most exciting and entertaining film to be seen on Broadway since "The Thin Man." The picture tells the story of a young Canadian who, against his will, becomes involved in a web of espionage and a series of murders.
