In the past, that tax money was used for such things as a Canyon Lake improvement, a tourist information center and a large museum. The fourth project, finishing the route between 1-90 and southeast Rapid City, is more of a distant goal. Called the Southeast Connector, it would fill the gap between Highway 16 and Elk Creek Road, also known as the St.

Patrick Street truck bypass. The more than $28 million project would create a direct link between Highway 44 East and the Highway Patrol office. A bridge that now crosses over Highway 44 East would be moved farther away from the city's center. The Southeast Connector would have a big impact, she said. With other parts of the loop in place, there suddenly would be a direct connection between Countryside and Ellsworth Air Force Base via 1-90, with numerous ways of entering the city's southern side.

When finished, the $15 million project will have traffic moving smoothly through both of the rather problematic interchanges. At the 1-190 interchange, the concrete will be replaced on the 1-190 road between the off-ramps and Anamosa Street. And the westbound lanes will be replaced with a highway that will be parallel with the eastbound lanes, basically moving the lanes about 200 meters to the south. The west-bound off-ramp now a left-hand exit will be permanently closed, as will the west-bound on-ramp which forces motorists to merge with traffic in the passing lane. The ramps will be replaced with a cloverleaf interchange that will loop traffic around in a circle as it leaves 1-90, said Gary Engel, DOT's area engineer.
