The president and other opponents of the bill said there were many wasteful pork barrel projects in the legislation, while proponents said ail of the projects were necessary to help communities throughout the nation. By a vote of 263-117, the House voted against deleting several of the projects opponents said wasted taxpayer money. Rep. Pat Williams voted against deleting the projects from the bill. COUNTERCYCLICAL AID: The House, on a vote, approved a Carter Administration request for $1 billion in aid to help cities and counties cope with the expected recession.

Opponents said the measure will not do enough good to make it worth the big increase in federal spending. Proponents said the aid was needed to help cities and states with high unemployment weather the recession. Williams voted for approving the countercyclical aid. COUNTERCYCLICAL FORMULA: A key issue in the debate over the countercyclical aid was how the aid should be apportioned among states and cities. The House voted 294-119 to allocate the money only to those states with slower growth rates, thereby reducing the amount of aid that will go to such fast-growing states as California.

Williams voted against reducing the aid to fast-growing states. AIRPORT NOISE: By a vote of 285-122, the House approved an airport noise bill that critics said allowed a few negligent airlines to escape having to significantly reduce noise from their planes in the next few years. Proponents said the bill is the most economical and efficient way to reduce airplane noise in the long run. Williams voted for the airport noise bill. SENATE DISABILITY PAYMENTS: Future recipients of Social Security disability payments would receive a reduction in payments averaging 9 percent under a bill passed by the Senate, 87-1.

There were two key votes leading to passage. The first would speed benefits to the terminally ill by cutting the normal five-month waiting period to receive payments. Opponents of the amendment, sponsored by Birch Bayh (D- said the issue needs more study and that it is difficult to decide precisely who qualifies as being terminally ill, while proponents said many families quickly need the benefits to help a dying family member. Passage of the Bayh amendment was assured when the Senate voted 55-37 that it was correct parliamentary procedure to add the amendment to the bill. John MeTdher voted for allowing consideration of speeding benefits to the terminally ill.

Sen. Max Baucus also voted for the amendment. The second key vote was when the Senate decided 50-34 not to raise the maximum disability payment to middle-income families. Sen. Jacob Javits said the Finance Committee bill called for too large a reduction in payments to families with prior incomes of $600 to $41,000 per month.

His amendment called for a total increase to families in this category of $153 million over the next five years. Melcher voted against increasing the payments. Baucus voted for the amendment. NICARAGUA AID The Senate voted 55-34 to authorize $75 million in aid for Nicaragua. Opponents said the U.S.

should not help the Sandinista government in control of Nicaragua -because it is dominated by Marxists close to Cuba. proponents said the aid would help stabilize the country and i prevent the government from falling into the Soviet orbit.
