There was a strong probability that Mr.

Truman himself would be called upon before the week is out to make a decision on the grain purchase program and resolve differences between the agriculture department on one hand and the army and state department on the other. Meanwhile, Americans faced prospects of being asked to get along with less beer and whiskey as part of the grain conservation drive. This possibly arose when representatives of brewers and distillers were summoned here for talks with leaders of the food campaign. In the Inter-agency grain controversy, the army and st-ate department were said to be insisting that the government plunge into the grain market immediately regardless of the effect on prices and buy enough wheat to meet Western Europe's needs this winter. But the agriculture department fears such action would set off a new round of grain price increases.
