Prince, now president of the group, for the latter's support of the Nurses Practice Bill spoasored by Assemblywoman Jane Todd, and questions the possibility that the situation would be eased by the bill's passage.

Miss Stevenson's letter follows: "The letter printed in The Eagle Jan. 16 complaining of conditions in Kings County Hospital will doubtless be given proper consideration by the hospital authorities. I think that it Is important for us to pay special attention to the statement of Dr. S. S.

Goldwater, Commissioner of Hospitals, that there is a nursing shortage In all city hospitals and that more nurses are badly needed. "We recall that when the eight-hour law went into effect July. 1937, the Department of Hospitals turned to the WPA, the National Employment Service, wrote letters to 1.400 schools of-nursing and placed advertisements In all available professional magazines and in 25 leading newspapers. Widespread Aid "Meetings of district nurses associations were addressed by spokesmen for the department, and each superintendent of nurses made efforts in her own locality to obtain nurses. High schools and vocational schools also helped.

Finally cooperation was offered and accepted from District 13 of the Association of Hospitals and Medical Professionals and from nurstng organizations and relief agencies In an effort to fill the new assignments. "Tills shortage of nurses was brought about primarily by the representatives of the New York State Nurses Association raLsing the standards and educational requirements and closing many long established schools of nursing, and, to quote Dr. Basil O. "Granted that it is desirable to identify all those who nurse for hire by requiring a license, is it reasonable to expect the Regents of the University 'of the State of New York, who establish the educational requirements for members of the various professions, also to take cognizance of the many home situations when what is needed is a housekeeper and a person of common sense and compassion? These are the peopje who make up the 41,000 unregistered nurses. The Y. W. C. A.

and the Catholic Big Sisters and similar organizatioas have been making an effort to meet the demand for practical nurses. What do these organizations think of the Es-quirol-Todd Bill? Would their graduates be given a license by.the Regents? No information has been given so far as to what the Regents' requirements would be for obtaining a license as a nursing aid. "Why should the State Nurses Association attempt to regulate and control this group of workers who are not members and never sould qualify for aiembershlp in their association? "It would be Interesting to know what the Resents think about this proposed legislation with its extraordinary definition of the practice of nursing; what do they think of this effort to invest them with such police power over the care of the patient In the home, the physician in charge of the case and the nurse herself, call her practical nurse, nursing aid or by any other name you chose.
