The Season opened to yawning enthusiasm May 1 and hasnt ignited any sparks yet We have until July 7 to make or break it as a fishing season. Ive not seen any indication that salmon are in the neighborhood.

There have been no birds dive-bombing balls of bait out on the bars or near the beaches. Ive heard reports of a few salmon hitting bait fished deep offshore, but none in the area most of us can fish, except a few quick bites off Brookings. The Umpqua is the current fishing hot spot It has sturgeon in tidewater, shad upriver and is warming enough -to start producing decent smallmouth bass fishing. For smallmouth, its best to concentrate in slow current areas and backwaters, especially around rocks that can gather heat from sunlight Avoid the temptation to pull gravid female smallmouth bass off nests. They dig a small depression in the gravel beside the banks in backwaters to place their eggs.

When theyre nesting, they will take anything that invades the 1 space of their nests. Catch and release works on them, but presumably could harm the success of their nesting. and Cape Ferre lo, OP AC-designated set asides where you won't be allowed to take anything except fin fish and single mussels for bait. There are more reserves, plus marine gardens in high use areas like Sunset Bay and south cove of Cape Arago. The Territorial Sea Plan says research reserves and habitat refuges can be closed completely to public access, which should scare anyone who likes to eat tide flat -seafood.

Anyone, that is, except marine researchers, who can get permits to keep right on harvesting. OPACs chief handler gets angry when I point this out, but it's plain and simple what the plan says and what anyone whos been paying attention expects the big plan is all about. The 80 people who showed up at the Bandon meeting knew. Decisions to close tidal areas would, probably fall to the Division of State Lands, the parent agency of South Slough research reserve. Five teams are here from New Zealand, a few from Canada and thetalance of 46 race boat teams from the U.S.

They raced Wednesday on Coos Bay, and last Saturday and Sunday on the Klamath River', in the Yurok Indian Reservation, Klamath, Calif. THE OCEAN Policy Advisory Council meets today and Friday in the boathouse at Oregon Institute of Marine Biology, in Charleston. I got notice of the meeting late Monday, so couldnt pass it on to readers in time for most whod want to attend. The meeting today is from 1:30 p.m. to 4:30 p.m., and Friday from 8:30 a.m.

to noon. Today's meeting focuses on research in estuaries and near-shore areas. Tomorrow its an update on the 1994 Territorial Sea Plan, which designates setting aside for research reserves and habitat refuges almost all of the easily accessible tidepools not already set aside on the South Coast The state legislature created on OPAC in 1991 to advise the governor on ocean policy and to prepare the Territorial Sea Plan. The only meeting OPAC had on the South Coast where anyone showed up was in June 1994 in Bandon. The public testified 12-0 against more set asides, and 10-0 against any specifically at Bandon.

The council didnt care. Although on the face of things OPAC advises, state agencies are supposedly legally compelled to adopt whatever designations OPAC makes. OPAC is populated mostly by bureaucrats and its advisors are people who live on public money, so its no surprise they protected themselves by ramrodding these designations through. In September, the Fish and Wildlife Commission is supposed to adopt OPAC's 1994 research reserve designations at Cape Blanco and Humbug Mountain and add them to the existing list In future rounds, the commission will consider adding Hook-sanaden (a great place to gather seafood) Mir iii; JOHN GRIFFITH SHORT CASTS THE WORLD Championship Jet Boat Marathon Saturday and Sunday to the lower river for the final legs of racing. moves Rogue Huntln end fishing report Wheres the tartar sauce? Im not sure how much skill is involved in catching a fish like this, Tragis said.

And we were losing our confidence. The last thing you want to do is get to the finals and not win one game. We attacked the press and beat it.

Jordan spent the final 372 minutes on the bench alongside Scottie Pippen and Rodman, none of whom had a night worth remembering. Pippen shot 4-for-17, including 1-for-8 on 3-pointers, and Rodmans eight offensive rebounds were offset by yet another postseason technical foul and a glum demeanor that mirrored the Bulls collective mood. We cant play any worse than that, Rodman said. Alt die great teams in history fall sometimes. Its only one game, were going to come back Friday.

It gives the people some excitement, and hopefully we'll come back and be all right." Hersey Hawkins scored 18 points, Sam Perkins came off the bench to score 17 and Detlef Schrempf had 14. The inspirational lift the Sonics needed was provided by Nate McMillan, who shook off a painful nerve injury that had sidelined him for most of the series and had eight points, three rebounds and three assists. Our scheme was simple. You saw a lot of pride and a lot of aggressiveness from us, Sonics coach George Karl said. The Sonics did it With defense, too. They held the Bulls to 11 second-quarter points tying a 24-year-old NBA Finals record for fewest points a period and scored 25 points off 18 Chicago turnovers.

Schott the only controlling female owner in baseball will not be allowed to hire or fire employees, including the manager and general manager. Reds controller John Allen will run the team for up to 60 days. During that time, Schott and NL president Len Coleman will search for a person to run the team through the 1998 season.

This is not in any way going to be a sham, Selig said during a telephone news conference. Schott took control of the Reds in December 1984. Baseball officials had threatened to suspend her through the 1998 season and not allow her any input at all. She accepted this, quite candidly, because otherwise she faced a complete suspension, Selig said. It was the second time in three years that Schott agreed to give up leadership of the Reds.

In February 1993, Schott agreed to a one-year suspension later shortened to eight months for bringing disrepute and embarrassment to baseball with her repeated use of racial and ethnic slurs. his home in Milwaukee. The interviews were not in anyones best interests. Schott, 67, joined George Stein-brenner as the only owners this half century who twice were forced to give up control of their team for more than one year. She angered Selig and other baseball officials with her statements about Adolf Hitler, working women and Asians during interviews with ESPN and Sports Illustrated.

She will retain her partnership shares as controlling owner of baseballs oldest franchise. But she will not be involved in day-to-day decisions, will not be allowed to speak for the team, and will not represent the Reds at National League and major league meetings.
