terstate Commerce Commission set today for hearing Sept. 21 its investigation of the Alleghany and Chesapeake Corporations, holding companies in the Van Sweringen rail empire. Commissioner Charles D. Mahaf-fie and Examiner O. L.

Mohundro will conduct the Inquiry, which is designed to determine thfc Commission's jurisdiction over the far-flung transportation system built by the late Van Sweringen brothers of Cleveland. Probe Practices The Commission's order directed an inquiry into the holdings of Common Carrier Securities, and operations and practices, of the two holding companies. Named as respondents were Robert R. Young, Frank F. Molbe and Alan P.

Klrby, New York industrialists who recently acquired control of the Van Sweringen rail interests from a charitable foundation established by George A. Ball, Mun-cie, fruit Jar manufacturer. In addition to determining Its Jurisdiction over the two corpora tions, the Commission said it wished to learn whether consolidation of the companies, proposed by Young and associates, would be compatible with the Interstate Commerce Act. The consolidation proposal has been halted by a Federal Circuit Court of Appeals injunction. Two stockholding groups who petitioned the Injunction claimed their interests would be impaired by the merger.
