While the whole subject is being debated in the House of Commons the Houses of Convocation, representing the clergy and laity of the church, are in meeting at York. The Bishops' way (Hit of the difficulty is embodied in a biil which puts the entire administration of church discipline in the hands of the Bishops themselves, the state having no power at all. It is ou this rock that the split is likely to occur. Roughly speaking, the Conservatives will support the Bishops while the Liberals will insist that if the state connections continue, the state, or in other words Parliament, must have the power to determine doctrine and practice. As nonconformists of all kinds generally support this view, the majority of the people are undoubtedly on the Liberal side.

This controversy here, politically speaking, is the chance for the opposition by which, if wisely led, they will undoubt with refusal of more than fifty Senators and Representatives to enter the Senatorial caucus and the public Indorsement of the anti-Quay movement, which was given with such unmistakable emphasis in the nomination of an anti-Quay Republican candidate for State Senator in the Lebanon district. Senator's Supporters Restless. For some time the Quay loaders have had great difficulty in keeping their forces intact, owing to the scoring several of the Quay members have been receiving from their anti-Quay eonstltntcnts. These restive Quay adherents have been kept In line, however, by the promise that a grand surprise was in store which would land Quay in the Senate and his autl-caueus opponents in political oblivion. The promised surprise was sprung this week by the appearance of Congressman Sibley and his big trunk on the scene, but the worst surprised people of the lot are Sihley and the Quay managers.
