The action of the Comptroller of the Currency in levying an assessment of one hundred per cent, on the stockholders of the, defunct Spring Bmk was the source of great surprise not only to the holders of snares of stock, hut to the public generally. While it has been known for several weeks that an assessment would be ordered, ii was and confidently expected that it would not he the most more than fifty jht cent. Mr. March, who is in charge of the bank during the illness of Receiver Fisher, said yesterday that the stockholders had not yet been oiiieiaily notified of the assessment. Notices to this effect are being printed and will be sent out in a day or two.

He thought the large assessment would cause considerable trouble with the stockholders and had hardly expected that the Comptroller would order such a large amount to be paid by them. A meeting of the stockholders will he held either to-morrow or the dav following. They, together with the bank's depositors, are organized into an association, of which Thomas II. Flood is chairman and George li. Carr, a lawyer, secretary.

Mr. Carr said yesterday afternoon that the large assessment would be a heavy blow to the majoritv of the stockholders. "While many of the smaller stock-j holders he said, "will pay up without making any trouble the majority will no (bml't carry the matter into court. Some of the stockholders have already signified their intention to pay the assessment, and ono i gentleman who holds fifty shares of stock told me that he pay as soon as the oilicial notice is served on him. I received a icw dais ago a letter from a gentleman who owns liV shares of stock and expressed himself as willing to pay whatever was ordered.

It seems useless for the bears to continue their attempts to depress tho market, tor even the weakest shares of the list seem to break away from tliem at the very moment they appearabout to decline. The' have assailed pretty nearly everything In the list, yet prices continue to advance, and for the past few days their raids on the Goulds aud Yillards have been one of the Interesting features of the markets. So far as weakening tho market, their ellorts have been futile and not a few of them have been forced to cover ai a heavy loss.

Yesterday morning Missouri Pacific, Western Uniou and Northern Pacific prelerred were compelled to meet the brunt of their attacks, and wtial was the result? Missouri Pacific sold within the very narrow limits of percent. and (dosed the day wi'h a net gain, small in amount though it was. Western Union was not quite so fortunate. Its sales wero made at from SI1 closing at Sl'', which was lower than it, opened and Ihe same as Tuesday's tinal quotation. Northern Pacific preferred opened on a gain of 5.j at fiiP4, sold as low as Wa and as high as closing at or i' higher than the close llio preceding evening.

It was most susceptible to the attacks, however, and It was fortunate in possessing support from London, from which not alow buying orders were received, not nlouc in Northern Pacific prelerred, but In Krle, Louisville. CnionPaciticand Atchison. There was a break In the morning which aflceted Ihe entire list, but tho losses were easily recovered In the later dealings. Atchison weakened on a sale of shares by a Boston trader, who immediately bought a similar numner ot shares of Erie. Rock Island receded on orders to sell from the Consolidated Board and rumors that Its dividend would not be Increased, as had been expected.

Sugar was off on stop orders. These facts all came out shortly after the opening, and they, with the bears' hammering, caused the reaction. But in the afternoon thcelfccts of these disturbing elements bad been wholly removed, and while there were no sudden Hashes of strength or spurts of marked extent, the rise was gradual, and tiie list was carried to the best prices or tho day, not a few receiving the best, prices of the year, including Burlington, HI. Paul and a few others. The close was irregular and active, with values generally below their best of he day.
