In return for what the Russians had insisted upon as a first agreement to establish diplomaite relations between the Soviet and West Chancellor says the Kremlin promised to return all Germans still held in the USSR.

Adenauer says that he did not abandon Military and economic tie-up with the west and that, indeed, the Russians did not demand this. The Russians have contended that these alliances were the chief barrier to German's unification, and it appears that no progress was made on the unification question during the Moscow meeting. Before returning to Bonn this morning, the West German Chancellor invited Soviet Premier Bulganin to visit him. The premier told Adenauer. I agree with you in the hope we should continue our work with great success, 1 wish you a good flight, good health, and successful work.

In fact, said Adenauer, he was told that action to release the prisoners would be taken before the Chancellor returned to Bonn.

The Russians say they hold fewer than 10,000 Germans, all convicted as war criminals, while the West Germans contend there are many more- up to held. On this disputed point, Adenauer says that both Bulganin and Communist Party Boss Khrushchev promised him that if Germans other than those they release are held in the Soviet Union, West Germany can submit a list of their names. Adenauer added; try to find They will then Reaction Before Chancellor Adenauer arrived back in Bonn today, dispatches from the West German capital described German pohticans as surprised and puzzled by the outcome of the Moscow meeting. They were said to feel that it was too soon to cheer But when plane landed, he was given what dispatches describe as a triumphal welcoming celebration, the biggest reception ever accorded Adenauer on a return from an national Confer nece. In Washington, State Department officials are said to take the attitude that Adenauer made the best bargain possible with the Soviet.
