trading winds lashed the stock market today but prices scarcely moved. At a high-powered opening, leading issues showed a tendency to rise. Almost immediately, though, gains were chipped down or even wiped out. The result was a scramble of small gains and losses. Early trading reached such volume that for a short while the ticker tape lagged as much as two minutes.

Sales for the first two hours totaled 1,110,000 shares. The President's budget mes-fage to Congress caused no immediate repercussions in the market. Higher prices were paid most of the time for Bethlehem Steel, Sears Roebuckf J. I. Case, Mag-navox, Kennecolt.

Copper, General Electric, American Woolen, American Tobacco, N. Y. Central, Baltimore Ohio and Celotex. Dragging a bit were Youngs-town Sheet, General Motbrs, Chrisler, U. S.
