Salinaer louts uartet IHIel moncj epublican Stand-in Four San Bernardino teen-agers including two girls were arrested yesterday as police investigated the flaming death of a kitten. The incident, which occurred Sunday, touched off a major controversy within San Bernardino. Juvenile Court petitions, charging the teen-agers with the California Penal Code misdemeanor, cruelty to animals, were being processed yesterday, and the case referred to the county Juvenile Probation Department. A motorist told officers Sunday he spotted a group of teen-agers huddling over what he thought was a small fire.

When he stopped to warn them of the danger of setting grass on fire, the man found a small kitten, apparently soaked in an in I V' is 5 1 -i i- ri, If v. flammable liquid and set afire. Upland City Councilman James L. Christiansen yesterday accused U.S. Sen.

Pierre Salinger of delivering "what amounts to a slap in the face to the people of my city." Christiansen, the Republican nominee for the 72nd Assembly District seat, said a message from Charles Winner, a Salinger staff man, indicated the Salinger whistle stop special train will be content without official city representation when it stops at Upland at 10:40 a.m. tomorrow. "Since the position of a member of the city council is considered non partisan, the refusal of the new California senator to recognize our city's official designate is not only highly irregular, but an insult to the fine people whom I represent," Christiansen said. A telegram to Mayor Hawkins, Christiansen continued, "cordially" invited him or his designate to give a brief welcome. "Subsequently, I was in formed by Salinger headquarters that I would be unacceptable because I am a Republican and a candidate for the 72nd Assembly District," Christiansen said. The councilman noted that his opponent, Democratic Assemblyman John P. Quimby of Rialto, will be on the Salinger train.

"Quimby's presence on the train should have no bearing on the person representing the City of Upland," Christiansen declared. "I feel that the senator is ignoring protocol and thus making his appearance in our city strictly a sham."
