A Statement On The Civil Rights Bill Presently Being Considered By The Congress We are deeply grateful that for the first time in 82 yean there it a good possibility that the Congress will enact into law a bill which will increase the protection and privileges afforded to all AMERICANS by the Fourteenth and Fifteenth Amendments to the United States Constitution.

We recognize that President Eisenhower set the process in motion in his 1956 State of the Union message because he felt that many "citizens are being deprived of their right to vote and are likewise being subjected to unwarranted economic pressures." We rejoiced on June 18, 19S7 when the House of Representatives adopted a Civil Rights Bill that was substantially the same as the program recommended by President Eisenhower, and a citizens' committee headed by the United States Attorney General. However, in the past few weeks we have been greatly concerned about the action taken by the United States Senate to sig-nificantly reduce the power of the government to effectively protect civil rights.
