December 37,196» An important toy for a West Virginia company is the scale model "Mill of the Future" built by two industrial engineers for Weirfon Steel. The duplicate of a future modern steel- making complex was pieced together in a little more than one year by Ray Campbell and Edward Schoitz, for use in planning the layout of the actual project. Tedious in building, 4fae working miniature rail yard was assembled from information in a foot-high stack of blueprints, and built to a scale of one-eighth-inch to the foot. Pondering one of the cars at left is Campbell, one of the model builders. War Robs Parts on Navy Ships NORFOLK, Va. (AP) - The Vietnam war, says a military Writer, has led to the stripping of some Navy ships to the point Where it would be impossible — if a crisis developed suddenly — to man them quickly with a wartime complement. The Navy's personnel shortage is most acute in the Atlantic Fleet's antisubmarine forces, says Jack Ketner of the Norfolk Ledger-Star. In an article Monday, he pointed out there are three personnel levels aboard fighting! ships—their complement, or the number with which they go to war; their allowance, the normal peacetime allotment; and their manning level, the minimum required to keep them operational. "Many ships of the Atlantic Fleet, particularly those in the antisubmarine-warfare force, are now operating at this minimum," Kestner wrote, * * * The Atlantic Fleet's antisubmarine warfare comma.nder, Vive Adm. Charles E. Weakly, is "well aware of this, but decisions that have resulted in his force's current status were made at a much higher level," the writer aid. The Navy in Washington declined comment. Rosenthal, D-N.Y., said today he would introduce a bill in Congress to establish a nationally coordinated program of air pollution control. (AP) - A jet airliner with 128 passengers aboard made a safe landing on a foam-covered runway after circling for nearly two hours when a signal light indicated the landing gear had malfunctioned. The plane had a normal landing Monday and all passengers and seven crewmen board the Delta Air Lines flight escaped injury. The DCS jet was en route from Detroit, Mich., to Tampa, Fla., with a stop in Atlanta. A Delta spokesman said the landing gear light indicted the gear was not down and locked. He said the pilot. Capt. Jack McMahan of Atlanta, flew by the tower to have the gear checked visaully. then made a brief touchdown to make certain tha gear was solidly locked.
