Frei, 53, is running on the left of the center Christian Democratic ticket and is backed by. the Rightist Conservative and Liberal parties. Although left-wing, he.

is not a Marxist and leans toward the West on foreign policy. For Seizing of Mines Allende proposes outright nationalization of Chiles American-owned copper mines; Frei does not. Instead, he wants the owners, Anaconda and Kenne-cott, to increase their investments as a boost to Chiles shaky economy. The properties currently are worth approximately 1 billion dollars. Outgoing President Jorge Al-essandri is taking no part in the campaign, but has made two recent moves which were considered boosts for Frei.

He broke relations with Cuba August 11. He dismissed Santiagos Mayor Ramon Alvarez Gold-sack, for permitting distribution of Allende propaganda. More than 3 million Chileans are eligible to vote and most of these are expected to do so. Only a handful are expected to support a third candidate, Julio Doran, 46, of the right-wing radical party. Santiago (AP) Chiles presidential election campaign entered its final week yesterday with leftist, but anti-Communist, Eduardo Frei still rated the man to beat.

His Communist-backed opponent, Salvadore Allende, staged his final rally yesterday after a week-long tour of Southern Chile. Thousands of wildly screaming supporters turned out here to cheer Allende, 56-year-old Marxist who is an ardent champion of Fidel Castro. Fear a Red Takeover Although he is running on the Socialist ticket, fears have been expressed in some quarters that an Allende victory in Fridays elections would lead to a Communist take-over of Chile. Allende told the rally that if he should get the most votes but not the majority, and Congress should break with tradition and give the presidency to the other leading candidate, "we would not accept or tolerate it. He did not spell out what would happen.
