DEIBLER HARRISBURG (AP) The State Board of Education is being criticized for doing whut it was created to do: adopt broad policy guidelines on statewide educational issues. Perhaps the criticism is being made because the board, In the past, usually has been reluctant to take strong stands on controversial issues.

Last week, however, the board adopted a resolution opposing any legislation that would provide direct or indirect state aid to private or parochial schools. Although the resolution did not cite specific legislation, it obviously was aimed at a bill in the House (HB 1136) to proviJe $26 million a year in state aid to nonpublic schools by creation of a special authority. The proposal, generally supported by Catholics and opposed by Protestants throughout the state, is rapidly becoming one of the hottest issues of this legislative session. Most lawmakers would like to put off a showdown on the question, but that would appear to be impossible. Lt.

The move to the mayor's residence prompted Albert Shank er, president of the 49,000 mem ber AFL CIO United Federation of Teachers to tell newsmen: "This the start of an attempt by the Board of Education to wrap up negotiations. "We will nevef submit to United States violence," Trinh said, as he cited two points relevant to negotiations: 1. America's moves to bring the Vietnam problem either to the U.N. General Assembly this fall or to the Security Council are "completely unacceptable" to Hanoi since "these are tricks and deceptions designed to mask another step in the escalation of the war." 2. Initiatives from intermediaries "cannot bring about any settlement of the Vietnam problem unless they are based on the premise that the United States is the aggressor, Hanoi's view being that a reciprocal de escalation demanded by Washington is not valid because it had attacked North Vietnam." Other Foreign Ministry officials also stressed these points. Trinh gave an hour long exposition of North Vietnam's position in answer to questions submitted last week to the Foreign Ministry, followed by another hour of answering questions.

Ironically, many legislators often have openly criticized the board in the past for not informing them of its position on controversial proposals. The resolution was prepared and recommended by the board's Council of Basic Education, which, by law, is instructed to develop policy for all phases of elementary and secondary education. The council's stated reason for opposing aid to nonpublic schools was that such aid "may tend to reduce the total commitment to and financial support of public education by diverting public funds to the maintenance and operation of non Survivors include his wife, Mrs. Wilda Moore Norturn, two sons in Pennsylvania over the weekend. sons and two daughters.

When he came to New York before World War II from Dallastown, working as an usher, mail clerk, dishwasher and Radio City sightseeing guide (with another unknown, Gregory Peck), he went to see the Lunls act one night and promptly wrote them a letter criticizing their work.
