Chief's Title Mistaken Will Not Command In British Waters LONDON, Feb. 24 All the furor touched off by Winston Churchill's pride in the British navy will not prevent a top command in the North Atlantic alliance from going to U. S.

Adm. William M. Fechteler, informed sources said today. At the same time, leading British sea dogs may get one or two naval command posts In the European theater on two grounds: their ability and British control of vital naval bases, these informants indicated. THURSDAY'S UPROAR In the house of commons, in which most members a Churchill charge that Britain was being "brushed out of the way" in the nomination of naval defenders, appeared brought on by misunderstanding of the meaning of the title for Fechteler's Atlantic command.

Churchill and his supporters thought Pechteler would run naval defenses of the 12-natlon allfance, in British -waters. THE INFORMED nald this is'not so. Instead, they drew this picture: Fechteler has been nominated to command pact forces in the Atlantic Most of the ships, and nav al aviation under his command win be American. The area of his command stretch from the seaboard of the United States and Canada as far east as Iceland in the north and the azores In the south. THE JOB will be to protect in this area, hunt down any marauding submarines and guarantee the safety on supply and troop convoys to a point about 500 west of the European coasts.

Fechtelex's authority In his own area would be as great as Gen Governor Gets First Easter Seals Legion Gives Contest Sites For Regional Meet Martinsburg Named INDIANAPOLIS, Feb. 24 UP). -Regional and sectional sites for the 14th annual national American Legion oratorical contest for high school students were announced today by the legion's Americanism commission. R. Worth Shumaker, assistant director of the commission, said some 300,000 students from 44 states and the District of Columbia will compete for $8,000 in college scholarships.

They will speak on some phase of the constitution. Eliminations will begin on a departmental level. Wnners will move to 12 regional sites. Region- al winners will go to four sectionals. The finals will be held April; 16 at Richmond Va.

The winner will receive a 54,000 scholarship to the college of his choice. Scholarship awards of $2,500 will be given to second place, $1,000 for third and $500 for fourth. The regional centers and states assigned to each include: Region 3: Martinsburg, W. of Columbia, Maryland Pennsylvania and West Virgnia. Sectionals Include: Buffalo, N.

State Dime Total Expected To Top '50 Cqntributions The final total of funds raised in the 1051 March of Dimes campnlirn in West Virginia is expected to exceed the $310,698 raised last year. Raymond Brewster of state campaign director, said a preliminary tabulation at state headquarters here indicated 52 of the state's 56 counties had reported a total of $256,112 raised so far. Brewster said, however, that Ilnnl reports from community directors will not be available to county directors for several weeks. The amount reported at this time last year was $228,000. The funds are used in the fight against infantile paralysis.
