TV Station Delays Date For Opening On-the-air date for Monterey Countys first ultra-high frequency (UHF) television station will be announced later this month. Stoddard P. Johnston, president of Monterey-Salinas Television, told the Californian he would be able to give an accurate date after Oct. 15. The station, KMST, channel 49, originally was scheduled to go on the air in September.

Johnston said KMST was moving as rapidly as possible. Transmitter equipment is being installed on Mt. Toro, southwest of Salinas. Johnston said KMST has acquired the CBS affiliation for the Salinas, Monterey, Santa Cruz, King City area. Previously some CBS programming was carried over KSBW-TV in Salinas.

Those programs will soon be carried by the new UHF channel. In coming weeks KMST will announce plans for local programming, network schedules and other pertinent information, Johnston said. The new station will be carried on cable to homes having that service. It has not yet been assigned a channel number on VHF band by the various cable companies. For those homes without cable the signal will be received on the UHF band, Channel 46.

Temporary studios are under construction in the EDINN building on the Salinas-Monte-rey Highway. The station will eventually be headquarters in facilities which will be constructed in the nearby Del Monte Research Center, adjacent to the Monterey airport HAY AND GRAIN LETTUCE U. S. Should Tighten Budget CHICAGO (UPI) The American Bankers Association says the federal government is still operating at a deficit and needs to tighten its budget. In the closing session of the 94th annual convention of the ABA, the bankers Wednesday praised Congress and the Johnson administration for having the courage to raise taxes and to establish limits on the growth of federal expenditures in an election year, but warned there was still too much spend ing. In a report of the resolutions committee, the bankers said, the federal government is still operating at a deficit under con' ditions of continuing inflationary pressures and widespread labor shortages. The report urged congressional establishment of a system of priorities in evaluating spending and coordinating spending and taxing. The in conjing administration, the report said, should clarify and simplify the tax system.
