I do not say that the retention of English when Americans are laid off is a general thing, but it often occurs. As far as the bricklayer's apprenticeship Is concerned, the union has acted wisely and well for all engaged In the business. The apprentice Is practically a ward of the union, who takes care that he receives bis wages regularly, with a very good advance each year. He must be put to work on all parts of the building, even on the front so that when his time expires be Is turned out a first class workman.

It also protects the employer from the old mode just about the time the apprentice was beginning to be of some profit to bis employerleaving him and getting work on other buildings as a half hand. Of course the number must he limited, but still be quite enough to keep up the supply equal to the demand. And here, again, is where tho English bricklayers step in and debar the American youth of the chance of learning a good trade, for when they first come here they are put on that work the apprentice would do, and till this is remedied the number of apprentices must bo limited. Now here Is the firoper place for legislation to step In and do tsduty. Nor is It be bricklayer alone who is cheated of his rights, but every branch of business and industry in the country, from the morning papers down to the milkman, who all pay their share of taxes to support the government and have a right to expect that the government will protect them In their honorable endeavors to make a livelihood.
