Jane 1L In the Senate to day Mr. Morrill, from the committee on public buildings and grounds, re ported amendment to the sundry civil appropriation bill appropriating 1290,000 for the eractioa of a buildiog adjoining the Smithsonian Institution for a national museum, and 150,000 for the construction of the: grand stairway and terrace on tha west front of the Capitol building. Biils upon the calendar not objected to were considered and a number of private bills and measures relating to the District of Columbia were passed. The Senate bill donating material of war to the Washington Association, of New Jersey, was also passed. Mr.

Howe (Wis.) submitted, from the commission appointed to consider and report a plan for providing enlarged accommodations for a horary of Congress, a majority report and it was ordered that it be printed and lie on the table. The Senate then resumed consideration of the an finished business, being the river and harbor appropriation bill, the pending question being on the amendment of the committee on appropriations increasing the appropriation for improving the mouth of Red river, Louisiana, from $50,000 to $150,000. Mr. Morrill in opposition to the amendment. The amendment was finally agreed to.

Various other amendments were agreed to, among them one appropriating 50.000 for the Missouri river at Council Blufts, Iowa, and Omaha, Neb. An amendment reducing the appropriation for improving the harbor at Ashtabula, Ohio, from $12,000 to caused some discussion and was opposed by Mr. CosklisO (N. He believed, however, that many of the appropriations in this bill, were impracticable. He believed that the treasury was not in condition to submit to such a drain as this bill proposed.

Alluding to the Constitution, Congress had no more right to make these appropriations than it had to build a mansion for a Senator. Mr. Spkncjsb in charge of the biH.withdrew the amendment. Other amendments were agreed to. among them the following Appropriating 830, 000 for continuing tlte improvement of the harbor at Dunkirk, N.

increasing the appropriation for the improvement of the Mississippi river at and near Vickshurg, and protection of the harbor at Vieksburg, from 1H0.000 to SM.000 appropriating 820,000 for the improvement of the Missouri river at Eastport, and Nebraska City, and the same amount for the improvement of the Osage river, in Missouri and Kansas $25,000 for the improvement of the Missouri river at Fort Leavenworth, Kansas increasing the appropriation for the improvement of the Neuse river, North Carolina, from $20,000 to that for improving the harbor of Petiaacolo, Florida, from and that for the improvement of the harbor at New Haven, from $10,000 to increasing me sum for the improvement of Harlem river, New York, from 3150.000 to that for the improvement of Boston Harbor from $30,000 to that for the improvement of the harbors of Washington and Georgetown. Morrill (Vt) submitted an amendment to modify the last clause of the first section, as follows it shall be the duty of the Secretary of War to apply the moneys herein appropriated, as far as may be, by contract, except where specific estimates cannot be made for the particular work, or where, in the judgment ol said Secretary, the work cannot be contracted tor at prices advantageous to the government, and, except the appropriations made for examinations and surveys, such contracts shall be made, after sufficient public advertisement for proposals, in such form and manner as the Secretary of War shall prescribe, and such contracts shall be made with the lowest responsible bidders therefor, accompanied by such securities as the Secretary of War shall require." Agreed to. Amendments of the committee providing for surveys of Saline river, across the peninsula of Maryland and Delaware, with a view to a construction ot a ship canal to connect the waters of the Delaware and Chesapeake bays; across the peninsula of Florida, with a view to a construction of a ship canal from the St. Mary's river to the Gulf of Mexico Duck creek, mouth of SU John's river, Florida; tiie Kansas river from its mouth to Junction City, Kansas, and the Delaware river, below League'island, were agreed to without discussion. Sections four to eleven of the bill, which provide for the appointment of the Mississippi River Improvement Commission, being the submitted by Mr. Cockrell some weeks ago, having been reached, Mr.

Hurnsidb (R. 1.) moved to strike out tbescc tions named and insert in lieu thereof a section providing for the appointment of a committee, to be composed of three Senators, four members of the House of Representatives and three members of the Kngiueer Corps of the army, whose duty it shall be to examine the reports, plans and estimates for the improvement of the Mississippi river and the closing of the gaps and crevasses of the river, and report at the next session as to the cost and comparative utility of the several plans also appropriating $5,000 for the expenses of the committee. Mr. Burnsidk, in support of his substitute, said there was an abundance of reports and surveys of the Mississippi river now in existence. All that was needed to prepare a plan for improvement was the examination of these reports by a proper committee.

Aftersome discussion the substitute of Mr. Burn side was agreed to yeas, 33 nays, 19. The question then being on agreeing to the substitute ot Mr. Burnside, the amendment of the committee (being Mr. Coekrell's proposition for an improvement commission), it was rejected, leaving both propositions out of the bill.

Mr. iuiTcHKU. (Oregon) suomittea an amendment increasing the appropriation for constructing a canal around the cascades of Columbia river, Oregon, irom $75,000 to $250,000. The amendment was discussed at some length, and finally Mr. Allisok submitted a motion to increase the appropriation from $75,000 to $200,000, instead of 8250,000.

Mr. Mitchell acuepted the amendment, and it was agreed to by tiie Seuate yeas, 30 nays, 20. Several other appropriations for smaller amounts were increased, and the bill having been considered in committee of the whole was reported to the Senate, amendments made in committee concurred in, and it was read a third time and passed yeas, 35; "on motion of Mr. Saroest (Cal.) the Senate look up the delicieney appropriation bill in order that it should be the unfinished business to morrow, and, on motion of Mr. Anthokv, at 6.30 proceeded to the consideration of executive business, and when the doors were reopened adjourned until 11 o'clock tomorrow.

House of Representatives. Thero was quite good deal of noise and confusion in the House this morning, and a short but somewhat suarp discussion took place in regard to the order of business. Mr. Atkins (Tenu.) asked for information as to whether it would bo in order to suspend the rules, discharge the committee of the whole from the further consideration of the sundry civil bill and put the bill on its passage. The Speaker replied that it would be.

Mr. Cox (N. said he would filibuster against that motion to the end of time. Finally the House went into committee of the whole, MttCarlisIe (Ky.) in the chair, on the sundry civil appropriation Dill. The pending question was on the amendment offered yesterday by Mr.

Chittkhdes (N. increasing the appropriation for the Albany Post Office from $50,000 to $100,000. Mr. Lockwood (N. offered an amendment to the amendment, increasing the amount to 8195,000.

The people did not complain when money was expended honestly on public buildings. They complained when Congress tacked on to appropriation ax the House did last week, two or three mil lions of dollars for the payment of old contracts made without iustitlcation of law. Mr. Lockwood motion was agreed to 91 to 81 and Mr. Chittenden's, as amended, adoHed.

AUCTIONEERS, A Bid and Fa Association's Tfoabtea. In November, 1874, a number of botchers formed an association, onder the nam of "The Butchers' Hide and Tallow Association of Philadelphia." Their object was to pool the hxles and fa furnished by each member at a certain price per pound. This aggregated material was to be sold on account of the association, and the profits divided among the members in proportion to their stock as tha close of the year. The Bra af Roesch Klee feld, members of the company, discontinued furnishing fat and bides, because, as they allege, in a bill in equity filed ia Comraoa Pleas Court, No. 4.

of a resolution passed by the association requiring such materia to be famished on the day on which the cattle producing the same were killed. This action, it is claimed, was contrary the spirit of the laws of the company, and Roesch A Kleefeld say that because of their refusal to furnish fat and hides alter they were notified of the passage of the resolution their dividends for the year ending in 1876 were unjustly forfeited, and they ask that the court compel such payment to them and set asida the forfeiture. The matter was argued yesterday before Judges Yerkes and Ludlow. It was contended on behalf of the association that the forfeiture was made under the rules ot the body, and that no resolution was passed as alleged by the plaintiffs. The Court reserved its decision.

The steadiness of the stock market hereto fore noted as continuing through several successive days of dullness and bad weather was slightly shaken yesterday, but not by any organized effort looking to that end.

There were several causes operative in bringing about such a result. Primarily the New York stock market softened, and, while it was strong for choice investments, tne speculative shares were irregular and lower. This of itself would ordinarily serve to derange the best laid plans in this quarter and make operators backward in coming forward. But to this must be added the fact that for a week past outsiders have failed to present themselves to any marked extent and the brokers have carried almost the entire load upon their own shoulders. Naturally at some time or other they must grow tired of such business and seek to shift their load upon some one else.

But third cause was the knowledge that the reDresentatives of the grand trunk lines were in session in New York, discussing the subject of eastward bound freights. Apprehensions were enter tained that this meeting might not be harmonious, and this, while not probable, was at least among the possibilities. Self preservation, therefore, would dictate extra caution. Tho movements were of an uninteresting character all day. There was no attempt to rally the market at any time, bot simply a slow and steady decline.
