Johnson Gannett News Service This is the biggest party of the year, exults MTV executive Doug Herzog as he discusses tonights 1989 MTV Video Music Awards, the countrys foremost ceremony honoring the best in music videos. Invitations, extended to the 90 million subscribers of MTV worldwide, for the 9 p.m. PDT show read: Time and place: Wednesday night at 9 from the Universal Amphitheater in Los Angeles. Your host, hip talk show host Arsenio Hall.

Your presenters: Motley Crue, Jody Watley, Neneh Cherry, Richard Marx, Miles Davis, Donny Osmond, Alice Cooper, Corbin Bernsen, Jasmine Guy and James Woods. Your performers: Paula Abdul, Cher, Jon Bon Jovi, Bobby Brown, the Cure, the Cult, Tone debut awards show and sang Like a Virgin. Herzog caught a glimpse of Madonna right before a rehearsal last week, going over the sets and lighting with the crew. He said shes very serious about her appearance and completely into it. The great thing about Madonna is that she really wants to do it.

Shes working hard and shes excited. Its a hell of a spot on the show. Theres the Bearded One from Britain, the increasingly elusive George Michael, who receives the special Vanguard Award for excellence in video. Past recipients include Michael Jackson and Madonna. Herzog said hes being honored for rising to the top of the music video field in such a short time.

Over the years George has proven to be at the forefront of music videos. His videos for Faith, Monkey and Father Figure are really ground-breaking, visually forward productions. Its safe to say they really stand out when shown among other things on MTV. Theres a surprise performance by an unknown body of music. This is the first year weve done this.

Its not only a surprise but more than one star will be out there sharing the spotlight, Herzog said, refusing to give any clues. But if youre a fan of rock and roll youll love this. And then there is the reason why the show is held in the first place to honor the best in music videos from April 12, 1988 to May 1, 1989. Awards are voted on by an academy made up of record company executives, managers, artists and publicists. Leading the pack is Michael Jackson with eight nominations, followed by Jody Watley and Paula Abdul with six apiece, Madonna and Steve Winwood with five.

Its like the empty-nest syndrome, only magni fied. They lost their role of being a mother when the kids left. Theyre retired, so theyre no longer workers. Theyre probably no longer homeowners, which was important. And maybe they cant drive anymore, which is a loss of freedom.

These are roles that determined who they were in society, and theyre losing these things. Then there are the severe identity crises many seniors particularly men who defined themselves by their jobs suffer after retirement, says McIntosh. The society in which they were raised said that you are what you do, he says. So if you retire, what are you now? In a work-oriented society, you may feel obsolete and useless. Nobody likes to ask for help, either.

Theres a stigma about asking for counseling help, and a lot of that is a generational thing, says McDonald of the Area Agency on Aging office. This is a group that often associates counseling or mental health services with being crazy, and they may have a tendency to feel they're being weak if they admit some kind of need. VH-1, now 4 years old, faces perhaps the most difficult battle. Freston labels VH-1 a work in progress. A few cable operators have called it something else: unnecessary. When the Consumer News and Business Channel began in April, several cable systems bumped VH-1 to make room at a cost of nearly a million subscribers, according to CNBC. MTV, however, says its closer to 250,000.

VH-ls problem is that it is still seen as the drydock for MTV flotsam. It was a repository for everything MTV didnt want to play, Freston said. And it still has a way to go. Oak trees on land being converted to irrigated farmland where a Use Permit is required for such conversion by area plan policy shall not be allowed until such use permit is approved and applicable conditions are met SECTION 6 EXEMPTIONS The following tree removal activities are exempted fro the provisions of this ordinance- A Timber operations which are in accordance with a timber harvesting plan submitted pursuant to the provisions of the berg-Neiedly Forest Practices Act of 1973 (commencing with Section 45110 of the Public Resources Code). Tree removal pursuant to Public Utilities Commission General Order 95 or by governmental agencies within public rights of way. C. Tree removal for construction of structures, road and other site improvements included in an approved subdivision, Use Permit or similar discretionary permit.

SECTION 7 ENFORCEMENT The provisions of this ordinance shall be enforced pursuant to Chapter 20.104 (Enforcement, Administrative and Legal Procedures, Penalties), Title 20, Monterey County Code (Zoning) SECTION 8 SEVERABILITY It any section, subsection, sentence, clause, or phrase of this ordinance is for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this ordinance. Relocation or Replacement. As a consideration of the granting of a permit pursuant to subsections or the applicant shall be required to relocate or replace each protected tree on a one-to-one radio This requirements may be varied upon a showing that such a requirement will create a special hardship in the use of the site or such replacement would be detrimental to the longterm health and maintenance of the remaining habitat.

E. Required Findings In order to grant the permit for tree removal, the Appropriate Authority shall make the following findings based on substantial evidence 1. The tree removal is the minimum required under the circumstances of the case, and 2 The removal will not involve a risk of adverse environmental impacts such as: a Soil erosion, b. Water Quality- The removal of the trees will not substantially lessen the ability for the natural assimilation of nutrients, chemical pollutants, heavy metals, silt and other noxious substances from ground and surface waters, c. Ecological Impacts: The removal will not have a substantial adverse impact upon existing biological and ecological systems, climatic conditions which affect these systems, or such removal will not create conditions which may adversely affect the dynamic equilibrium of associated systems, Noise Pollution- The removal will not significantly increase ambient noise levels to the degree that a nuisance is anticipated to occur; Air Movement: The removal will not significantly reduce the ability of the existing vegetation to reduce wind velocities to the degree that a nuisance is anticipated to occur; f.

Wildlife Habitat: The removal will not significantly reduce available habitat for wildlife existence and reproduction or result in the immigration of wildlife from adjacent or associated ecosystems; or 3. The tree is diseased, injured, in danger of falling too close to existing or proposed structures, creates unsafe vision clearance, or is likely to promote the spread of insects or disease. F. Conditions of Approval: In granting any permit as provided herein, the Appropriate Authority may attach reasonable conditions to mitigate environmental impacts and ensure compliance with the provisions of this Ordinance, including but not limited to replacement of trees removed. G.
