A Rock County farmer sold land appraised by the state at $284 an acre for $1,000 an acre, according to a land economic study released by the State Highway Commission today. The study indicates that the farmer was paid $13,974 too much in damages on 1914 acres of land separated from the main farm by construction of the Interstate 90-Highway 14 interchange northeast of Janesville. The land was taken for high way purposes Feb. 10, 19.79.

At the time, appraisers said the remain ing parcel would be worth only $284 an acre. On Feb. 2, 1962, the farmer sold the parcel to an oil company for $1,000 an acre. The land economic study is the ninth in a series the U. S.

"Redistricting is not a mere exercise in mathematics or logic nor does it involve only the findings of fact. In the formulation of a plan to reapporiion senate and assembly districts consistent with the requirements of the Wisconsin Constitution, and to reapportion congressional districts, large number of choices must be made involving exercise of Judgment in the light of many factors mainly of a practical and non-legal character, fundamentally legislative and political in nature for which conscientious men, acting in good faith, may reasonably differ." He said both sides in the suit will be given a "reasonable time to make motions to either uphold or overturn the recommendation for dismissal.

Wingert's report included findings of fact and conclusions of law to substantiate his earlier recommendation to the court that there should be no reapportioning of state congressional and legislative districts in 1962 because no citizen is being deprived of any constitutional rights under the existing system.
