The Kane Republican, Tuesday, September 19, 1972 Where Editorialized Lack of adequate highway signing and tourism information are proving embarrassing to the Borough of Kane. But, steps are being taken to correct -or to ease the situation. Today, attention is called to the lack of highway: signs on Route 321 north as we know it here. There are no signs on the Route 59 highway at Klondike guiding motorists to Kane. Nor are there any local signs at the north end of the borough or through Kane to direct the motorists north to the biggest attractions of the area.

We understood the signs along Route 321 were taken down "during construction." Actually Route 321 was marked (now closed) from Wilcox to Kane a sign at the borough line for two years indicated Route 321 dead-ended at Route 6. Signing along Hacker Street was removed "for the duration" of current construction. Ralph Freeman, supervisor of the Allegheny National Forest said he would see what can be done about adding "Kane" to the Forest Service sign at the Route 59 intersection. Also, he advised this office that highway signs at that point are in charge of the Franklin District of PennDOT. Signs i in Kane and to the McKeanWarren County line is in 1 charge of the Clearfield District of PennDOT.

Also a newly circulated map by the Pennsylvania Game Commission is far from being correct. It lists the present Route 66 from the south into Kane as "Route 68," a number designation removed several years ago. Further, that map shunts the motorist through Kane via a non-existent Route 68 and continues to be misleading by extending "Route 68" north and along the west perimeter of Kinzua Dam's south arm to Route 59. There should have been complaints on that map--but apparently very few maps are received locally. This office has a copy of the new state highways map for 1972.

On this map, Route 66 is correctly identified. The map shows "a road" from Kane north 1 to Klondike (near Marshburg) to intersect Route 59 but it is not numbered. Although a special box is used to list the Allegheny National Forest, there is no trace of Scenic Longhouse Drive, which is a U.S. Forest Service highway. Over the weekend, tourists came into the area as usual.

Many found for the first time that the Wolves had gone west. They inquired about other "places to go" and were directed to Kinzua Bridge. They reached the bridge all right but they were highly critical of the access road to that State Park feature. This newspaper has suggested for a number of years the value of a large sign with a map showing the motorist where he or she is--and with directions to area and regional points of interest. It should be somewhere the motorist can park and get oriented--and during the Autumn Leaf days for example, could be manned by volunteers at an information booth.

We believe the big Hamlin Bank parking lot area would be an ideal spot for such a locally initiated project. The Southover Park area along Route 66 is a good site -but would give help only to those using that route. We need a U.S. Forest Service information center here. Kane is the gateway--the "main entrance" to the ANF facilities to the north and Kinzua Dam.

Such a center with parking area--and rest rooms--would be ideal. The Kane Chamber of Commerce and Seneca Highlands offices both have a wealth of information on this area but neither are open on weekends or holidays. These problems need a remedy or remedies. W. G.

Warning Prevented Airliner Explosion On Rome Approach NICOSIA, Cyprus (AP) A telephone warning about a time bomb aboard a Venezuelan jetliner saved 97 persons from almost certain death, Nicosia Airport officials said today. The DC8 made an emergency landing at Nicosia shortly after it left Beirut Sunday. The bomb was found in a rear toilet and defused without further incident. It was timed to go off as the jet would have been approaching Rome and would have blown it up, the officials said. Three men, believed to be Lebanese, were later arrested in Beirut in connection with the bomb.

One of them was believed to have telephoned the warning to Beirut Airport. The Caracas-bound flight, carrying 86 passengers and 11 crewmen, was about 20 minutes out of Beirut bound for Rome when the warning call came. Police did not disclose a motive for the attempted bombing. One of the passengers was Prof. Gerald McCue, an American teaching at Berkeley, who said: "We realized something was wrong when the plane suddenly made a sharp turn as we were over Cyprus and started a rapid descent.

"As soon as we landed the plane pulled up sharply and the pilot himself, helped by other crew members, started herding us hurriedly off the plane, pushing several reluctant women blocking the exits down the steep escape shutes," McCue said. General Public Not Interested in Bugging Case, Scott Claims WASHINGTON (AP) The general public is not interested in the alleged bugging of Democratic national headquarters, Sen. Hugh Scott, said today. "I can go into any community in America outside Washington and nobody will even mention it," Scott told a news conference. Scott said this indicated that the public is willing to let the courts handle the matter.

Seven persons have been indicted in the matter, including former officials of the Committee for the Re-election of the President. Scott said he does not think the Democratic presidential campaign of Sen. George McGovern "is catching fire." He criticized McGovern's proposal that wage-price controls be lifted. "'He wasn't even here when the controls were put on by a vote of 86 to 4," Scott said. "He didn't even take part in the debate except to say outside of the Senate that they were four years too late." Scott suggested that before McGovern makes any proposals, "we should check his own voting record." Turning to school busing, Scott said: "The courts are going to decide it, no matter what Congress does." And on revenue-sharing, he said Pennsylvania will get $273.8 million under the bill.

But Kane is a straight "shot" directly north from that Proposed Statewide Bonding Bill is Partially Scrapped HARRISBURG (AP)-A Senate committee has scrapped part of the foundation of a piece of legislation that would allow a criminal defendant anywhere in the state to be released on putting up 10 per cent of his bond with the local court.

The system is reported working well Philadelphia. The bill, expected to be voted on this week, was amended by the Senate Judiciary Committee to give local courts only the option of permitting a defendant to post only 10 per cent of bail. In Philadelphia, where the system has been in effect since September, a defendant must be afforded the opportunity to post 10 per cent bail. Committee Chairman Louis G. Hill, D- Philadelphia, said the bill was amended "to pick up a few votes." The measure was defeated by two votes in the spring under heavy lobbying by bailbondsmen.

The House has already passed i it. Under the Philadelphia program, a criminal defendant can be released after posting 10 per cent of the total bail with the court. If the defendant appears for all court appearances, 90 per cent of the deposit is returned. The remaining 10 per cent pays for the program's administrative costs. Under the system used everywhere but Philadelphia, a defendant has to employ a bondsmen or stay in jail if he can't afford cash bail or qualify for Weather Statistics (Official recordings on U.S.

U.S.

Atty. Richard Thornburgh said Monday 22 cases of alleged violations had been settled through administrative procedures while five others were taken to court. The five were identified only as involving prices and rents. In three cases involving prices, Thornburgh said, the violations stemmed from failure to post prices of items on the market. Ten rent violations were reported, three of them involving 100 or more units, the prosecutor said.

In two of the cases, voluntary rollback of rental fees was accomplished, one led to a conviction, one was dismissed and one case is still pending. The Internal Revenue Service administers the wage-price guidelines, but Thornburgh said his office had been involved in advising and counseling the IRS at its request. release on his own recognizance. The bondsman usually charges 10 per cent of the bail, but that fee is not returned to the defendant. Philadelphia bail bondsmen say the plan has nearly put them out of business.

Some 89 per cent of the defendants who posted cash bail have used the system in Philadelphia with only 6 per cent failing to appear in court. Hill, who said he voted against the amendment in committee, said it would probably depend on the judges' attitude whether to use the system. He said that judges in rural areas are oriented toward the present system of bail bondsmen and expected some would refuse to release a defendant on 10 per cent of bail. Sources said some senators may want to put off a vote on the bill while the state Supreme Court is considering making the Philadelphia system statewide. On this date in 1768 Paul Revere advertised in the Boston Gazette that he could make natural-looking artificial front teeth.
