The advice was submitted Wednesday to the state Natural Resources Board by Roger Tolpa of the EPAs Chicago office.

He suggested the Natural Resources Department outline a plan of allocating waste discharges into the Green Bay tributary, then ask the EPA if the proposed allowable total is okay with the government. The Fox Valley Water Planning Agency has given the board a summary of its efforts to determine how waste effluent from municipalities can be apportioned in accordance with the river's ability to absorb waste water. Mr. Klubertanz was born in East Bristol, Wisconsin on March 26, 1905. He moved to Fargo in 1936. He married the former Catherine Wiric. He operated his own heating business in North Dakota and in later years, was a District Representative for the Britt Technical Corporation.

He was a member of the St. Anthony's Catholic Church and a 50 year member of the St. James Court Catholic Order of Foresters. Surivors include, his wife; a daughter, Mrs. Marvin (Marlene) Muske of Minneapolis, Minnesota; two sisters, Mrs.

Juletta Brandenstein of Sun Prairie ond Mrs. Cieopha Balzer of Sun Prairie; ond four grandchildren. He was preceded in death by his parents, Edward and Johanna Scheuerell Klubertanz ond a brother Roderick in 1941. ST. PETERSBURG, FLORIDA JANESVILLE Alice M. Smith, age 97, of St. Petersburg, Florida died on Tuesday, December 18, 1979, at St. Petersburg.

The former Alice Stevens was born at Union Grove on August 16, 1882. She was married to E. Cadwallader Smith who was a well known writer of childrens stories. He preceded her in death. She was head of the statistics department of Forest Products Laboratory in Madison for many years prior to her retirement.

She formerly resided ot Bristol and Madison and had been a Florida resident for over twenty years. She was a charter member of St. Andrew's Episcopal Church. Survivors are a daughter, Mrs. Frances Morley of St.

Petersburg; three grandchildren, Kenneth Morley of Milwaukee, Barbara Barrington of Wausau, and Roger Morley of Dublin, Ireland; and ten great-grondcbildren. She was preceded in death by two daughters, Alice Marie Plotz and Dorothy Smith; and two grandchildren, Evelyn Wood and Steven Plotz. The recommendation by the Legislatures Joint Finance Commiee was unanimous Wednesday, but did not entirely please a lobbyist for the Wisconsin Association of County Boards. Robert Mortensen, executive director of the association, repeated his complaints about the aid formulas which he says allow profits to private nursing homes while adding to the property tax burdens of counties which operate non-profit rest homes. Rep. Michael Kirby, D-Milwaukee, said he is writing a recommendation for reviewing the counties grievances in anticipation of a new 1981 formula. That prompted Mortensen to say: We got what we really wanted.

The proposed 104 percent increase represents $30.6 million more than the state is distributing this year to care homes as reimbursement for handling about 31,600 Medicaid-eligible patients. The Legislative Fiscal Bureau said the proposed 1980 rates represent an increased cost for inpatient care of 12 percent, 9 percent more for outpatient care, 15 percent for transportation, 22 percent for dental care and 8 percent for other services. The bureau said patients are expected to pay 184 percent of their 1 Former congressman Thomas OMalley dies MILWAUKEE (AP) Thomas O'Malley, a Wisconsin member of Congress from 1932-38, died Wednesday in Northwestern Memorial Hospital, Chicago. Officials said O'Malley, 75, had suffered a blood clot. He represented Wisconsins 5th Congressional District before being appointed federal wage-hour regional director for Wisconsin, Illinois and Indiana in 1939.

Survivors include the widow, Cerda, of Wilmette, two sons, Terrance and Thomas III, both of Florida; daughters Martha of Wilmette and Adeline Smith of Milwaukee, and a brother, John, of Green Bay. Services are Saturday in Chicago. Beckman, Mrs. Mae E. POYLESTOWN Mrs.

Mae E. Beckman, age 79, died on Tuesday, December 18, 1979, at the Columbus Community Hospital. She was born on August 26, 1900 in Neilsville, Wisconsin. She was a member of the Royal Neighbors of America and lived in Ooy lestown for most of tier life. She was preceded in death by her husband, Roy geckman on May 18, 1978.

Christenson Clarence M. LODI Clarence M. Christenson, age 83, of Lodi, died Wednesday, December 19, 1979 ot a Portoge hospital. He was born August 23, 18(6 in Shawano County and for many yeais operated a welding and repair shop in Lodi. He was a member of the FTst Lutheran Church and had served ii many offices of the church.

He was a former volunteer fireman and Ctmmissioner on the Municipal Light and Water Board. He was preceded in death by his wife, the former Anna Brerke, In October of 1976. He is survived by his sister, Mrs. Mildred Trebus of Markesan; two brothers, Corl and Herbert of Tigerton; and several rieces and nephews. Dahlen, Banford E. MOUNT HOREI Banford E. Dahlen, age 86, died on Wednesday, December 19, 1979, at the Ingleside Nursing Home. Mr Dahlen was born on August 31, 1893. He was morritd to the former Ruth Hendrickson.

Mr Dahlen was a member of the Mourt Horeb Evangelical Lutheran Church. He was the former Village Presidtnt of Mount Horeb and the Mount Hortb Fire Chief. He was the manager of th Mount Horeb Telephone Company for ever 40 years. He was also a veteran of World War I and a member of the Ameican Legion Frank E. Malone Post 113.

During World War II he served as a member of the Dane County DraftBoard. He was preceded in death by hS wife ond a grandson. Survivors include a son, Richard of Tomah, Wisconsin; a daughter, Mrs. Ruth Thomas of Salt Lake City, Utah; two sisters, Mrs. Alice Engeseth of Mount Horeb, ond Mrs.

Handel, Frank MAZOMANIE, WL Mr. Frank Handel age 79 of Mazomanie died Wednesday, December 19, 1979 at the Sauk -Prairie Hospital following a sudden illness. He was born Jan. 9, 1900 in Vermont Township and was a lifelong Mazomanie orea resident. He was member of St.

Barnabas Catholic Church where he was the church organist for many years. Survivors include a brother, Leo of Mazomanie; a sister, Mrs. Clara Schaller of Madison and several nieces ond nephews. Nursing homes represent about 58 percent of the $685 million in Medicaid money authorized in the states 1979-80 fiscal year. The government provides 60 percent.

The counties association says the 1980 formula simply perpetuates an inequity under which private homes that have to pay wages to union employees prefer to let county homes care for the more serious cases which require extra personnel. Mortensen said the policy increases the demand on property taxes, and that the state ought to adjust its formula to accommodate the counties additional responsibility. He also said the new formula overlooks the question of restraining medical expenses. Counties are being forced to consider abandoning skilled services, he said. That could force some patients to move to hospitals where costs are $200 a day rather than $42 a day, he said.

The committee also proposes to allow rest homes to increase their utility allowance, estimated at $1.48 more per day per patient. Sen. Paul Offner, D-La Crosse, proposed it. The Department of Health and Social Services had recommended $1.75. The fiscal bureau said the 1980 plan would provide a wage increase of 8 percent or 43 cents an hour, whichever is greater.

VERONA Fred W. Steckelberg, age 82, of 104 North Main Street, died on Wednesday, December 19, 1979, ot- a Verona Nursing Home. He was born December 10, 1897 in Verona. He was a retired farmer and a former employee of the Verona Lumber Co. Mr.

Steckelberg was a member of St. James Lutheran Church and the Madison Eagles Club. Survivors include nieces and nephews. He was preceded in death by his wife, Mae on January 31, 1979 and three brothers and two sisters. Funeral services will be held at ST.
