Also the schedule of incoming and outgoing mail has been changed by a half hour. Apparently, the light noon mail business was so Iiht that the one truck rtm to and from the Bradford Regional P.O. has been taken off. Boyd Lindquist, who took over as officer in, charge of the Kane Post Office July 1. explained the new mailing schedules here.

Also he has advised residents to clip the schedule for reference. MONDAY THROUGH FRIDAY Mail arrives from Bradford on a 7:30 a.m. schedule instead of the previous 7 a.m. The truck leaves for Bradford at 9:15 a.m. and will carry mail posted up to 9 a.m.

The afternoon mail truck arrives in Kane at 3:15 p.m. and leaves the Kane Post Office at 5:05 p.m. Letters, etc. post hereby 4:30 p.m. will be dispatched on the truck.

SATURDAYS The morning truck run is the same as other days of the week in at 7:30 a.m. and out at 9:05 a.m. In the afternoon, the truck returns here at 2:10 p.m. and leaves at 3:55., Mail to go out on the truck should be in the post office by 3 p.m. SUNDAYS The mail truck leaves Kane at 3:35 p.m.

"I think whatever might pro vida an easier method of trading large blocks of stock will produce greater concentration of ownership in the hands of big pools of money like banks mutual funds and insurance companies," says Elmer Lylf Nicholson, chairman of CNA Financial, a Chicago financial holding company. "I'm not' 100 per cent in favor of that," he says.

"I don't want to see the littla guy squsezed out." According to the New York Stock Exchange, institutional trading in the first half of 1971 accounted for 59.7 per cent of public share volume and 68.2 per cent of public dollar The exchange says that by 1980, institutional trading at the NYSE will equal all the trading done there last year. The central market system now being assembled should facilitate the trading of institutions' large blocks through a consolidated trade reporting system giving price and volums information on listed securities in all markets. Lerch, al ternate federal chairman of the Appalachian Regional Commission, Washington, D.C. will be principal speaker at the annual meeting of the North Central Pennsylvania Economic Devel opment District. The event will take place July 20 at 7 p.m. at the Mediterranean House at Ridgway, according to W.

R. McClure, district chairman. Mr. Lerch, 37, is a native of Sligo. Clarion County, Pa.

and is a graduate in forestry engineering at Pennsylvania State University. He formerly served as Deputy Chairman of the Republican State Committee of Pennsylvania, as Director of the State's Coal Land Improvement Fund, was a mathematics instructor in the Clarion Area Schools, and was employed in industrial sales with the Sherwin Williams Company, Chicago, Illinois. Born in Pittsburgh, he received his early education in Clar Key Figures in Tier Community Action Corp. in Emporium to operate a Retired Senior Volunteer Program (RSVP), ACTION director Joe Blatchford announced in Washington Wednesday. RSVP provides opportunities for retired persons aged 60 and over to serve on a regular basis in a variety of community sponsored programs.

The one year grant will enable the group to initiate a four county RSVP, placing 250 senior citizens in volunteer service within the first year, and as many as 700 within the next five years. More than 15 percent of the population of Elk, Potter, Cameron and McKean counties is 60 and over. The RSVP will place volunteers in cooperating public, and private social agencies throughout the four county area. Senior volunteers may serve in hospitals, nursing homes, public schools, senior centers, child development centers, libraries and childrens' homes. In a third tax collection area, although not one regarded as affected by the economy, slate collections of the inheritance tax show the following for Mc Kean County during the four year span: 1967 68, 1968 69, 1969 70, $563 643, and 1970 71, $708,170. Record Increase in Consumer Credit WASHINGTON (AP) An increase in loans for automobiles and other consumer products sparked a record fise in consumer credit during May, the Federal Reserve Board reports. Consumer installment credit from banks and retailers totalled $11 billion in May, a record increase of $1.44 billion over the previous month. i' The figures, seasonally adjusted, comprise the loans made by financial institutions and credit extended for retail purchases. Real estate mortgage credit is not included. St. KANE Phone 837 8130 COUDERSPORT Reaction by visitors during opening of the Pennsylvania Lumber Museum was "decidedly favorable," according to officials manning the new facility. Paul Germino, temporarily in charge of operation, said approximately 1,200 people toured the lumber museum during the weekend. Built along Route 6 between Couriersport and Galeton by the Pennsylvania Historical and Museum Commission with the aid cf the Pennsylvania Bureau of Forestry and the Penn York Lumbermen's Club, the museum was dedicated in August of 1970.

Official opening ceremonies are scheduled for Aug. 4 and will be held in conjunction with the Woodsman's Carnival, an event held each year at Cherry Springs State Park. A logging camp complex, typical of the 1880's, has been reconstructed near the main orientation center building. Fur nishings are now being collect ed for the buildings which include a bunk house, mess hall, company store, smithy carpenter shop and others common to the era. Until artifacts are in stalled, tours will be limited to the central museiynarea.

Other recommsndations of the Securities and Exchange Commission would permit institutions to hold exchange seats through brokerage subsidiaries, if the subsidiaries do most of their buinesss with the public. This would give the institutions a way to save on commission charges on their sometimes mammoth trades and also would give them a greater voice in the actual running of the exchanges. "Looking down the road, there is also no reason why institutions couldn't act as a pr'in making markets in stocks sort of like a glorified superspscialist," says Bob Hen drickson, vice president of investments at the Equitable Life Assurance Society of the United States.

Exchange specialists are floor traders charged with making fair and orderly markets in stocks they handle. They frequently must do this by buying or selling against the market trend and some specialists find they lack the money to handle the increasing amounts of big trades. Money managers point out that institutions would be naturals for the job because they've got the money that a market maker needs to provide depth and liquidity in a stock making sure the stock is available for buying or selling at a price not far from the last one paid.
