Entered at the Post Office of Kane, Pa. as second class matter. were dishwashing compounds, one containing metasiucate (Electro Sol), and one with phosphate (Cascade). Material was put into the left eyes of New Zealand white rabbits and reactions were recorded at one, two, three, seven and 14 days. The researchers said all the products tested irritated the eyes and caused an inflammation, known as conjunctivitis, and some clouding of the cornea.

The soap powder eyes began clearing by 72 hours and were healthy again at seven days. The laundry phosphate eyes cleared in all but one of 24 rabbits by 14 days. 'More Intense' "The reaction to carbonate and metasilicate detergents was more intense," the report said. Carbonates caused chronic opacities on 14 of 18' rabbits. Eleven animals suffered partial or total destruction of the cornea and a deterioration of tissue in the eyelids.

Test results were similar for dishwashing detergents: The researchers cautioned that detergent formulas may change frequently and vary regionally depending on hardness of water. The FDA disagrees with the institute's testing methods, particularly because the eyes were not washed after exposure, and in fact plans to revise its own procedures to provide a wash after five minutes after 24 hours and lengthen the observation period from 72 hours to a minimum of seven days. "They are treading outside the realm in which they should be operating," said an official in FDA's Bureau of Product Safety. "We have the charter, we have the mandate." The official asked not to be named, because he said it would violate protocol to criticize a "sister agency." The institute's study, conducted by Dr. David P. Rail, the director, said NIH veterinarians Dr. Donald B.

Fel dman and John A. Moore, concentrated on nine synthetic detergent products purchased near its Triangle Park, N.C., facilities. Seven were laundry products, of which three contained phosphates (Tide, Ajax, and Dash); two contained carbonate (Sears, and Arm and Hammer), one had metasilicate (Ecolo G); and one was a soap powder (Ivory Snow). One of my young daughters and I have had bad experiences with insect biles. What special precautions can wc take to avoid dangerous reactions from insect bites and stings? Mrs.

II. Ark. Dear Mrs. The advice for people who are unusually sensitive to the venom of insects is, of course, the obvious one. Avoid contact with them.

That is not easy when you live in the country, but there are definite precautions that can be taken. For instance, it is wise to wear protective shoes. When children run around in their bare feet, this invites trouble. Furthermore, it is well known that perfumes and scented sprays attract certain insects. Bright colored clothes seem to do the same thing.

WHEN the current American bombing of North Vietnam's rail supply lines from China first got under way, it was widely remarked that this time the Chinese had not rushed in workers to repair the damage. Observers recalled that in the period 1965 to 1968 thousands of Chinese laborers had quickly got the trains running again whenever the rail links were bombed. There was much speculation as to why the Chinese were holding off this time. The government in Peking may simply have been waiting to see whether the change ed military situation would give new impetus to peace negotiations.

Now, according to a Washington Post dispatch, hopes of substantive talks are seen by Peking as waning and accordingly repair on the bombed rail lines has been stepped up. Diplomatic sources are quoted as saying that the repair effort is on a scale comparable with that in the 1960s. This is a disappointing indication that the Chinese leaders, pessimistic about the prospects for any real advance in the upcoming round of Paris talks, have decided to restore the flow of war materiel to North Vietnam. That in turn suggests a further prolongation of the war. In this connection, reports of a new oil line between China and North Vietnam also are noteworthy.

The rail lines and oil pipelines can be bombed again. Experience has shown, however, that a determined counter effort will keep the enemy's supplies flowing to some extent. The war seems destined to go on and on. The peace talks, now scheduled to be resumed on July 13, still offer the one hope of ending it. A Nice Custom, But rrHERE are a lot of young people on the road these summer days, a lot of teen age boys and girls headed across country.

They thumb a ride and then another and another until they get to where they're going. Some of the girls don't ever make it to where they're going. Some who do are raped along the way. The problem is two edged; some of the hitchhikers, so young and innocent seeming, have larceny on their minds. The remedy is to crack down on hitchhiking to make it a sharply punished crime to solicit or offer a ride.

Probably no such crackdown will occur, though. About all one can do, meanwhile, is to urge caution. To girl hitchhikers: travel in pairs. To lone motorists: think twice before offering a ride. In a way it's a nice custom, but sometimes the outcome is deadly.

Anti American Manila Protest MANILA (AP Protesting what they called "the farce that is Philippine American Friendship Day," several thousand youthful demonstrators surged through Manila Tuesday throwing small homemade bombs at police, newsmen and each other. Seven policemen including the deputy police chief, Col. Jimmy Barbers, two newsmen of the Philippines Herald and at least five demonstrators were among those injured by the blasts. The demonstrationsorganized by the Movement for a Democratic Philippines and the Socialist party of the Philippines were held in connection with Friendship Day marking the 26th anniversary of the Philippines gaining its dependence from the United States. The demonstrators attempted to march on the Amorican Embassy but were turned back by police.
