In the top. students at Outward Bound School at Hurricane Island, Maine, are learning an important lesson what to do when your boat capsizes at sea. At bottom, they've righted their longboat and are bailing it out.

What they probably don't realize yet is they're about to be dunked again as a part of their rigorous survival type training. ABC News examines the Outward Bound concept on "B.J. and Eddie Outward Bound" tonight at 1(1 o'clock on KGO TV (7). There is no question that thefew television stations fortunate enough to be able to carry professional football are in an advantageous position. rating of course, is the reason that the cost of broadcast rights for the various teams is so high.

Tkis year, much to the surprise of a lot of people both in the sports and broadcasting world, KBHK, owned by Kaiser Broadcasting and operating on Channel 44, made a concerted effort to get. the pre season Last Monday' the; station carried the first of five pre season ganies and recorded the highest ratings in local UHF television history and the highest rating ever made by a Kaiser station. While the 49ers were on the air, KBHK rating of 16, with a 31 per cent share of the audience, unheard of for a UHF station. Opposite the CBSIVewsand local news on KPIX which only could garner a 12 rating and a 23 per cent share. ''Star Trek" and "I Love Lucy" on'Channel 2 had an eight, rating and a 15 per cent share.

At the same time KFONrTV was carrying NBC Monday Night Baseball Game between the Yankees and. the Tigers. That game scored a 7 rating with only 13 per cent share of the audience. A movie on KGO TV had a 7 rating and 14 per cent share. Channels, Channels 20, 14, and 36 had a joint total with a 4 per.

cent share of the audience. It was a real triumph for the management of KBHK. FOOTBALL IS BIG business for itself ana for television. The TV industry probably pays out more money for carrying football than any other single program' source, and gets much more in return. Seldom does a station, or a network, go wanting for commercials to fill the time outs of the various games.

This year alone the three networks and a number.of local stations, both radio and televsion, will fork out a total of S69.9Q3.342, up a million dollars.from last season, for the rights to college and professional football games. This far exceeds the income of baseball, basketball, hbckev. golf and tennis combined. "ABC will spend 522,900,000 for the Monday Bight NFL games, a season of NCAA college football, the Blue. Bonnet Bowl.

Gator Bqwl, Sugar Bow, Hula Bowl as well as the All Star Game, already played, and the alrady played Coaches Ail American Game. CBS still put out the most money coming up with plu5. for the NFL games, two preseason' games, the Sun the playoff, the Cotton Bowl, the Super Bowl, and the NFC Championships. The most expensive game of the entire season is the Super Bowl which cost CBS $2.5 million this year. NBC will put out S18.150,OO0 plus for the AFC preseason, regular and playoff games along with the Rose Bowl, Orange Bowl, Senior Bowl and the Pro Bowl game.

The Rose "Bowl which once cost little or nothing to telecast now goes for $1,5 million, second only to the Super Bowl game. Locally, KTVU carried the only out of town pre season game of the Raiders against the Patriots last week. Just how much the station paid for the game has not been disclosed. The price that Kaiser put out for the five 49er games, and the replays of the regular season games was not known, but it was enough to outbid anybody else who tried for them. KNBR will carry all the Raider games on radio this fall.

just as last year. This year, as last year, the station also will carry a number of special shows in conjunction with the games. It 'seemed last year as though the Raiders bought the whole station. KSFO. with Lon Simmons at the microphone, will carry the 49er games for the 14th season.

In addition KSFO will feed 12 California stations and one Nevada station with the games. Getting back to the 49er games to be seen on KBHK, You'll note that there is a new team of announcers. Bob Murphy of Stanford and Leo Nomellini are handling the games. Bob. who handles himself on radio, as a color man pretty well, hasn't learned the knack of the play by play art for TV.

He talks too much. He will have to forget "his radio techniques and act more like a public address announcer; which will help hirh make work more smooth and more interesting. OF ALL THE syndicated shows currently being seen on television, one of the most successful shows ever seen on the network still dominates. "The Lawrence Welk Show." cancelled three.years ago by ABC, is now being seen on 176 stations and is rated as the most popular syndicated show on the air. The next most popular, syndicated show is.

For decades the FBI has stressed making arrests and searches only with a warrant. Although the common law tradition holds that police can shoot a fleeing felon, the FBI rule is to shoot only in self defense or to protect others.

The FBI has operated under the toughest of personnel rules of any government agency to curb overzealous ness. Hoover had said that "an undisciplined law enforcement agency is a menace to society." In wiretapping, the FBI has always followed the rulings attorneys general. While Hoover had some well known feuds with a few police chiefs, in general the FBI has made great efforts to foster cooperation between all police, agencies. The complex web federal, and local laws makes this necessary. this context, Hoover insisted on professionalizing and training police force's rather than building the FBI into a large, national police force.

While there are up to 500,000 local policemen, the FBI has onlu 8.500 agents, who operata out of 59 field offices. The FBI has provided a number of technical services, including the training academy, where' over 6,300 local police have trained, the fingerprint file, the crime lab, ait information retrieval system with extensive data on criminal activities; extensive publication activities to spread law enforcement information, and the "10 Most Wanted fugitives" program. Other professionals who agree with Kelley point out that this, situation, perhaps stems in part from the elite nature of the FBI. Since J. Edgar Hoover became director at the FBI's creation in 19.24, the FBI recruited men with high academic and moral qualifications and the 'bureau developed an esprit de corps quite remarkable, iri government service.
