Clifford Krueger, of Merrill, a fellow Republican who. is the minority leader in upper house. The note was delivered to Krueger by Dreyfus aide Susan Engeleiter, with instructions that it be returned to her as soon as he finished reading it.

Krueger expressed some surprise at the way Dreyfus handled the matter, which involved the governor's views on Senate action on the budget bill. Krueger was one of six GOP senators who voted for a Democratic budget measure which differed from the governors proposal. Essentially, what I was telling him had to do with the fact that I see the highways such as 51 right through the center of the state in his district as being of critical Importance to the people, Dreyfus said during a news conference in Milwaukee Tuesday. "That's what I heard out there. They want the doggone thing to be finished." He was an assistant director for the United States Armed Forces Institute, where he had worked tor over 30 years, retiring in 1972.

Mr. Konz was a member of Our Lady Queen of Peace Church, the Knights of Columbus Council 531, ond the Madison Elks Club. Survivors include two daughters, Mrs. Constance Bollig of Pittsburgh, Pennsylvania, and Mrs. Borboro Van Thullenar of Columbia, South Carolina; two sons, John R.

of DeForrest, ond Mark of Madison; three sisters, Mrs. Madeline Schmid of Winter Haven, Florida, Miss Fidelis Kunz of Washington, D.C., and Mrs. Ruth Voss of Modison; two brothers. Edward of Madison and Joseph of Cedar Rapids, Iowa; and five grandchildren. He was preceded in death by his wife, the former Emma Voss, on July 26, 1978.

The environmental organization, accusing some of its American members of being more concerned with protecting their own jobs than wildlife, said Monday it would sue its San Francisco office for recovery of more than $1 million in funds and exclusive rights to the Greenpeace name. Dr. Patrick Moore, president of the organization founded in 1969, said at a news conference the funds have been diverted from the legitimate" head office in Vancouver to expand the American bureaucracy.

Chavies said the U.S. group is "dismayed that Greenpeace in Vancouver would divert its funds which were donated for environmental purposes to unfounded and wasteful litigation expenses. Moore said the San Francisco office has sabotaged Greenpeace plans to send a ship to the rribilof Islands to protest the United States seal hunt which starts Friday. He said a complaint alleging misappropriation of funds and misuse of the Greenpeace trademark would be filed in the California district of the U.S. federal court in the next week.

Moore accused the San Francisco office of refusing take on its own government on difficult environmental issues involving U.S. interests. Anytime that you use anything thats private In Madison, then those that dont like it will call it secret, the governor added. Secret is a very different word than private. Bill to prevent 'double dipping by judges passes United Press Internationa) A bill to prevent some Milwaukee County circuit judges, and others, from drawing from their county pensions while collecting full salaries from the state was given final legislative approval by the Senate Tuesday.

The so-called state double dipping bill" was sent to the governor on a unanimous vote. Two Milwaukee area lawyers. Democratic Sens. Kurt Frank and James Flynn, tried to sidetrack the bill, but failed on a 23-8 vote. "We have judges in Milwaukee County who betrayed the trust given Sen.

David Berger, D-Milwaukee. They have been ripping off the taxpayer. The judges retired as county jurists when the state named them circuit judges recently. They have been drawing several hundred dollars extra a month from the Milwaukee County retirement system. Flynn said the Senate was foolish" to ask for an attorney general's opinion on a bill and then pnss it before the opinion was handed down.

More riders for urban bus systems For the firstquarter of 1979, Wisconsin's 22 urban bus systems carried 25.2 million passengers an 11 percent increase over the same period of 1978, the state Department of Transportation announced today. During the same period, service was expanded by 7 percent, the announcement said. Eighteen systems reported quarterly ridership increases: Appleton, 12 percent; Beloit, 13; Eau Claire, Fond du Lac, 20; Green Bay, Kenosha, 23; La Crosse, 19; Manitowoc-Two Rivers, 44; Milwaukee County, Oshkosh, 12; Racine, 46; Rice Lake, 17; Ripon, 50; Sheboygan, 26; Watertown, 14; Waukesha County, 13; and Wausau, 10 percent. Decreases were reported in Janesville, down 39 percent; Merrill, down and Stevens Point, down 3. John Hartz, acting director of the departments bureau of transit, said severe winter weather may have accounted for some of the substantial increases as some auto riders and drivers switched to transit.

Kessler violated a court rule hen he went to Madison to support a bill concerning bail for criminal defendants. Judge Michael T. Sullivan said Kessler went to Madison twice last week to support a measure that would prohibit bonding companies from arranging bail for defendants in criminal cases. Kessler, a former state legislator, said finished his court work at 10:30 a.m. Wednesday and went to Madison to talk with legislators about the bail issue.

He said he returned to Madison Thursday after attending a State Bar conference in Fontana. Sullivan said Kessler ignored a rule set by the Wisconsin Supreme Court hich requires judges to inform their chief judge when they are not on the bench. Sullivan said Kessler did not say he would be absent and he is going to ask for an explanation. Rep. Richard Pabst, D-Milwaukee, who opposes the bill, wrote Sullivan asking him about Kessler's appearance in Madison.

He also said he has asked Secretary of State Vel Phillips to find out if Kessler violated the state law requiring registration of lobbyists. I think he might have violated the law and I Intend to pursue the matter. Evangelical Lutherans leader dies MILWAUKEE (UPI) Rev. Oscar Naumann, 69, president of the Wisconsin Evangelical Lutheran Synod for 26 years, died Monday night, a few hours after telling staff members he would not seek re-election because of ill health. Naumann had been president for 26 years, elected to 13 terms as leader of the denomination which has its headquarters in Milwaukee.

He died at St. Joseph's Hospital Monday night from the effects of a stroke suffered Saturday. Naumann was confined to a hospital part of last year with a heart ailment. Rev. Carl Mischke of Juneau, first vice president, automatically became president and will seek election to a full term at the synods biennial convention Aug.

1 through 8 in Water-town. During Naumanns presidency, which began in 1953, the synod grew from congregations in 16 states in 1961 to congregations in 48 states. It is known for its theololgical conservatism and literal interpretation of the Bible. Wisconsin may lose $18.8 million in aid WASHINGTON (AP) Wisconsin could lose $18.8 million in federal Medicaid and Aid to Families with Dependent Children funds because of a $1 billion budget cutback to fight waste. The Department of Health, Education and Welfare said Tuesday it may be forced to cut the payments to states by a total of $831 million July 1 because of a congressional order to trim its waste by $1 billion.
