IS REAL 1ST ATI 15-HEAl ISTATI 1S-REAI ESTATl 16-USED CARS U-USED CARS Wednesday, Nov. 18, 1959 Santa CnuSenJlwr-!) An Editor Reports on His Impression of Soviet Russia Tourist Business Boss By Allen Griffin Editor and PublUher Monterey Ptnintula Herald Reprinted by perminiort of the Monterey Ptnintula Herald 1 if 4. have seen hvsteria annlivH tourists driven fairly out of their minus; uut we assure you that it doesn't work. Russia, by the wav. is the nlara where the customer is afwiva wrong.

This is because everything the customer has wanted has al ways been in short iuddIv. The first defense of a Russian official is an attack. And rieanite the nf. ficial desire for our good Amer lean dollars, all of these people who served us have been indoctrinated for years against Ameri cans. Moreover, we Americans are "very spoiled, In fact childish," one girl guide told us, who thought it was "spoiled" of Americans to Insist upon the fulfillment of contractual obligations.

Communist Russians nave no sense of obligation in the matter of giving customer their monry'i worth. That applies not only to their attitude towards foreigners but towards one another 111 their degraded ways of merchandising. On the whole, they don't give a damn. The personal interest Is entirely lacking. However, Intourist, swamped with business and handicapped by personnel that have seen nothing of life outside of Communist Russia, is trying its best.

We may give It another Hero's Medal for effort. One thins hard 1a tab Tn. tourist menus, but short-time tourists spending only a few days in Moscow and Leningrad won't have that trial brought home to them. These are fairlv 1nni tnenm the same everywhere etcpnt trains and boats. They read pret ty wen.

jne joker lies in the fact that only ,4 of the items are available in Moscow, in Lenin-grad, i4 in Kiev and 110 or less in other places. It becomes unbelievably dull. Russians love greasy food. That mav be because thev wi Inmr time short of fats. Also thev to nut on weight.

At Russian neaith resorts there are women with scales aloni? nil the. ades, That is so the varatinnicta may weiHh themselves anH malr sure they are putting on weight. Otherwise the vacation is a failure. The resorts look tn he 2n in. 50 pounds overweight.

Nearly everything they eat is fried in pans or in deep fat. They begin mat sort ot diet at breakfast. I Will tell the storv nf f.A we saw it in markets and food siores irom Leningrad to Tashkent in another story. But generally speaking, tho food in the M-MHuranis 01 Motner Russia, west of the Caspian Sea, is neither European on the one hand or Asian on the other, nor a mix- ure 01 anything good from the tWO Of them. lint ihnra ty of fresh eggs, usually some nne caviar, and exceptionally EOOd ice cream (thn Hnl ua to have in America).

With the iu vouKa (mere is no bad vodka) one can get along and build up quite a cholesterol count. "nt'I one arrives in Tbilisi, capital of The Peoples' Autonamous Republic of Georgia, where shashlik rules as king, where wine flowi in wide streams, and where men kiss one another In a manner that would make any woman swoon. In Moscow, though, there are three good, independent (but not private) restaurants, where some reasonably good food may be ordered. One is Praha, which has Czech food with a taste of European worthiness in it; another is Aragvi, a Georgian restaurant that is patronized by Muscovite winos and that has noon muiion dishes; and a third wnicn we didn't try. is name Ararat, an Armenian restaurant, that is also praised for its mutton dishes and many fine sweet things.

It is to be noted that none of these places is Rus-Rian. The best place for the Intourist menu is the National Hotel in Moscow, after the tourist rush is over. But the food that the masses of the Russians eat, what it is and how they get it and how much it 7 we wiH cover tna later, that is a subject in which we delved as expert shoppers. Another important responsibility of intourist is to furnish guides. We will discuss that subject next.

WILD DOG PACK IS FRIGHTENING HAMLET Marcy, N.Y. iff) A pack of wild dogs has alarmed residents of this Oneida county community. Cecil Gotts, a veteran trapper for the state conservation department, has been called in to Sunt down the dogs. The department pointed out that wild dogs killed two children in Kansas last year. ST- 1 if You may travel in Russia, but ou are not a traveler.

You are a tourist. As a tourist you are never out of mind of the Russian tourist organization. Part of the nine you may te out 01 us vision, literally, but, generally speaking. you are never out ol sight, it knows lust where vnn in and that's the proper place to be. Tourism in Russia it governed by a highly centralized, bureaucratic tourist agency known as iniounst.

wnoever your travel acent is in the United Kiatot it must do business with Intourist, or you stay outside of the Soviet Union. Or it must, more likely, do business with two bigger U.S. agencies that do business with In-tourist. The big ones are Mail. pintour of Lawrence, and Cosmos of New York.

Intourist has bitten off a big iob. but in this kind of a rllwa. torship everything, to the last detail, is in the hands of the cnv. eminent. This is quite different from the travel situation was as it was in Italy and Germany before World War II.

Limited Experience Intourist has never h.id anv rv. perience with "normal" tourist trade, because Russia has had no such trade since the revolution. it had limited experience with "special" tourist trade, whirh ceased to exist in the early nine-teen-thirties when Stalin began iHHcncring mo Comrades by the thousands. It was not resumed again until 1955, when a trickle was let in. Now the tourist business Is a tide.

It flows In from all over the world. It is composed of the tourists who are curious, those who are opportunists, fellow-travelers, some business-men, and all sorts of special guests who are Invited in one form or another. And there are also those who came because of professional interests. I am clad that via unnt fhia year; jirst because 1 think the crush will be greater next vear, making all thin? mnn fiiffVnit and confused and causing more nine 10 dc wasiea; ana second bo-cause 1 am very happy that this fascinating, informal wo anH warr ing experience is over with. It win oe a long umc belore 1 want to see masses of the comrades again.

We had 13 "arrivals" within Russia, nine at nirnnrts twn at Ports in the Black Sea. In instance but one, the partly-Eng- person wno was to take my T.C. and me in tow was there, according to the terms nf HIV Contract. In the nno fnilnro due to no delivery of a telegram on a aunaay ma not send the telecrams thn air lindccc determined person, rubbed sticks logeuier until a dilapidated taxi from a nearby town saw the smoke signals and f-imo in iho rescue. I gave Intourist a Hero's uauge mr tins elliriency.

Available automnhilce 1 and I were inintlv pniiiivi A hours a day guide and private auiomoniie service were too often in short stinnlv Tavia wnnM then be substituted and sometimes a chair in a hotel lobby in which you waited and waited until it was too late to get anything done that mirnint nr Hflnrnnnn However, that was not the fault or iniounst. That was the fault of the tourists. There were too many 01 tnem. Colossal Unlet This situation was particularly udu wnen we were in Leningra wet. cold, rainy) and when had two rt.ivs st thn mU.nl Tri rainia lfotefin Moscow a dumping ground for tourists of all sorts and descriptions, including odd uncus mai wouia flash in con spirationai manner from floor to floor to "meetings." Nearly everything about the unrainia (largest hotel in Europe MAnk.

Moreover, it is in the mirlt nf nn of Moscow's new and exceedingly dull housing areas, miles from where a tourist wants to be. Intourist, I later learned, does not own and operate this monstrous, dismal hostelrv of Stal innnnfi ar chitecture, or, I daresay, it would be somewhat, if not riramatieaiiv improved. Some Intourist staffs outside of Moscow were bad news, inefficient or contemptuous and arrogant; but when we stood up to them and demanded the fulfillment of our contract, they would give in sometimes even break into smiles.

Of course, we always did this pleasantly as well as firmly. It was the firmness that counted, the pleasantness that continued affable relationships. We 'V-w -Lf OCEAN FRONT HOTEL or MOTEL SITE na better view anywhere. 376' Of UNOBSTRUCTED VIEW, R-4 Xoning. Ail utilities including sewer.
