"You never know when you're going to run into a crazy, so you always prepare yourself for the worst," he says. "The majority of the public will accept you, but there's that 5 percent out there that can make life difficult for you. And after a while, that can wear on you.

"Actually, the public's been very good to me. But I don't know if that's good or bad. Maybe if that continues, I'll get caught with my back turned some day." Still, he adds, the negative image is not only bothersome but in his opinion unfair. "Most people are afraid of us," he says, "and they look at us as policemen, which, when you get right down to it, is basically what we are. But they don't seem to realize the good that we're doing for them.

At 5-11 and a well-distributed 175 pounds, Wrasse looks as though he could handle himself in most situations. But, thanks in large part to his genial disposition, he has yet to throw a punch or put his hand on his revolver. "I try to be as pleasant as possible," he says. "And to be honest, the majority of the people I've dealt with have thanked me, even after I've written out a citation." On this sun-baked August morning, with a brisk wind stirring up whitecaps on the murky waters of Lake Kegonsa, Wrasse is in a buoyant mood. Several days earlier, his wife Teresa gave birth to their first child, a 6-pound, 6-ounce boy, Ryan Thomas.

And now, as he points his aluminum runabout back toward shore, he is comforted by the fact that a check of 11 boats during a period of hours resulted in no citations. There were, however, a few anxious moments. Wrasse caught one man a scraggly looking character who was fish- to give him a stern lecture. He pointed out to three elderly men, all whom reeked of alcohol, that four of the five life preservers on their boat did not bear the U.S. Coast Guard stamp of approval and would have to be replaced.

One middle-aged couple complained about water skiers buzzing their boat, and a man built like Orson Welles and wearing only a skimpy swimsuit reported seeing a guy fishing with five lines. Surprisingly, there were no harsh exchanges just one reporter with a nervous stomach. "I've had worse days," says Wrasse. Wrasse, who is one of only two field wardens in Dane County (the other is LuAnn Kuzma), says most of the violations he comes across are minor. Just the same, he and Kuzma sent 53 people to court for the period from mid-June to mid-July.

Earlier this summer, says Wrasse, he wrote out citations to two black fishermen who had exceeded their limit on Lake Waubesa. He says they immediately accused him of racism and questioned why wardens always pick on blacks. "That really upset me, because I'm not racist at all far from it," he says. "I told them if they wanted to look at the record they were welcome to do so. Because, by far, the majority of people we catch are white." Wrasse has also had to deal with another sensitive matter: complaints that some Cambodians are fishing illegally on Lake Kegonsa.

"Personally, I think a lot of it is jealousy." he says, alluding to the problems. I caught one guy who had caught too many fish, and he was lying through his teeth, pretending that he didn't understand English. "For the most part, though, the Cambodians are really starting to come around." Wrasse says he's resigned to the fact that some outdoorsmen will always see the warden as an ominous extension of Big Brother especially those unfortunate few who are literally caught with their pants down each summer. "People think they're out on the lake by themselves and then suddenly I'll show up and they'll get all embarrassed and flustered. "I had one guy who got real upset and accused me of interfering with his love life.

I didn't argue with him or anything. I just turned my back as they put their clothes back on." Then, like any good warden, he asked to see their boat registration. 3rd SMASH WEEK!
