8A The Capital Times Wednesday, Feb. 27, 1991 Lawmaker: DHSS employees gagged Inmate now wants trial Associated Press Career employees at the state Department of Health and Social Services are being gagged by new administrators, making it difficult for even a lawmaker to get questions answered, Rep. Judy Robson says. Robson, D-Beloit, said she planned to hear testimony on the new DHSS administrative team at a hearing today of her Assembly Public Health and Regulation Committee. Gene Kussart, executive assistant to DHSS Secretary Gerald Whitburn, dismissed Robsons complaints.

People know how the previous administration wanted things done. They just dont know about the new administration and some are overly cautious, he said. But Robson said DHSS staff was never constrained by previous administrations as much as they seem to be now. Whitburn is a former Department of Industry, Labor and Human Relations secretary who was appointed by Thompson last month to replace DHSS Secretary Patricia Goodrich. Staudt entered what are called Alford pleas to the murders, meaning he maintained he was innocent but conceded the prosecution had enough evidence to convict him. In his letter to the judge Staudt cites the new evidence, which he does not specify, as well as other reasons he says should convince the judge to allow him to withdraw the pleas. Among other things, Staudt says the overcrowded conditions and horrendous noise level in the Dane County Jail made it impossible for him to sleep in the days preceding his trial. An extensive investigation of Staudt led prosecutors to conclude he also had a role in the killings of a man in Milwaukee in 1988 and a man in Washington County in 1974. In the plea bargain reached on the day jury selection was suppose to begin in the Rogers murder case, Staudt entered no contest pleas to second-degree murder for the Rogers killing and the 1974 murder of Thomas Spencer in Washington County. A joint recommendation by the defense and prosecution called for Staudt to receive a 30-year prison term, and for Staudt to agree not to appeal the case or to ask for early parole. 5.99 Sidney Boyum, sculptor, dies Sidney Boyum, a longtime sculptor, artist, and writer of Voice of the People letters, died Friday at age 77.
