How many judges should be elected to the new court? How should salary benefits be arranged as circuit and county court judges are blended in a single trial-court level? What are to be the groundrules of the Supreme Courts expanded administrative authority over the states judicial system? Judge Frederick Kessler of Milwaukee County Court said the committee's race against the calendar should be generally smooth because of the caliber of judges, legislators, lawyers and laymen appointed to the panel. These are top-notch people, not lightweights, he said.

Because of years of review by study commissions, he said, members have a thick file of reference which should allow the committee to work openly and meet the deadlines. I -have never served on a committee as wide open as this, he said. Everybody seems to have an open mind. Shabaz said an appellate court could be confined to handling appeals of criminal cases, which represent about 35 per cent of what the Supreme Court calls its time-consuming work load. Charne is among those say an appellate level should function in all cases, that it is only right for all litigants to have access to the appeals process.

The Aug. 1 deadline for the committee to present an appellate bill was de signed to let legislators debate it in September and approve it in time for candidates to begin their campaigns for spring eledion. Another committeeman. Sen. Fred Risser, a Madison attorney, said having the appellate court divided into districts could lead to problems.

Should separate branches issue conflicting opinions on similar questions, the tandem matter might have to be resolved by the Supreme Court anyway, he said.
