"The just and global solution must be based on the achievement of the national right of the Palestinian people, under the direction of the PLO, its sole legitimate representative," the statement said. The PLO-affiliated leadership of the Palestinian uprising called for a three-day strike beginning today on the West Bank and in Gaza, and barred Palestinians from meeting Shultz during his five-day trip to the region. The strike closed stores throughout the territories today. In the television interview on Sunday, Shultz defended his meeting last Saturday in Washington with Edward Said and Ibrahim Abu-Lughud, two American professors who are members of the Palestinian National Council. "They are not members of the FLO," Shultz said.

The council Is the legislative arm of the PLO movement to establish a state on Israeli territory. Shultz described the two council members as Americans who are ethnic Palestinians and whose "aspirations" deserve a U.S. hearing. Shultz is looking on this trip for a positive reply to the two-step plan for negotiations he presented a month ago to Arab and Israeli SHULTZ from Pago A1 on Israel to give up all the territory. Asked if he agreed with Teres that Israel should not return to its pre-1967 borders and that there would be no Palestinian state, Shultz replied: "Absolutely." A reporter asked again if Shultz was saying no" to a Palestinian state.

Shamir, in a tour of the West Bank on Sunday, questioned whether the Arabs were ready to deal with Israel. Shamir said he was skeptical about all the prophecies that the talks will have some kind of result, a breakthrough." Shultz also will meet with Peres and Defense Minister Yitzhak Rabin.
