Caldwell said California's "prima facie" speed law, which says in essence you must not drive faster than is "safe," is "unrealistic." He said very few arrests are made at 56 or 57 miles an hour' on sections of highway posted for 55 miles an hour. Too many motorists are trav eling at high speeds, be said, and admitted enforcement does not actually start on most divided freeways until. 65 miles per hour.

Caldwell said if the legislature asked for his opinion he would recommend the 65 miles an hour figure both day and night for double divided highways and for twe iane rural roads. Stack to build a storage room over a garage 1241 Laguna 'avenue. Stack was given permission to place the storage room on his property. The commission turned down an application of Dr.

Audrey Pilgrim to establish a chiropractor's office at 1239 Oak Grove avenue. L. E. Henderson, commission chairman, said i basement room in which Pilgrim proposed the office be established was substandard. Mrs.

Helen' Hagee was given permission, to run a boarding house for four people at 915 El Camino Eeal, and Moody Henry was given permission to subdivide' property on Marston road into four lots. The commission officially changed the dates of. its meeting from the second and fourth Thurs days of each month to the second and fourth Mondays. Snake River Flood Diversion Suggested BLACKFOOT, Ida. (TP) Byrd Trego, local publisher, says he has an idea for a solution to the problem of Snake river floods.

And, says Trego, the plan won't involve building any dams on Snake along the Idaho Oregon border where some people want the federal government to one high dam and others want the Idaho Power Co. to build three low dams. i He suggested that the river be turned into the lava beds near Idaho Falls in southern Idaho. He said it will take two years for the water to go through the lava layer and come out in steady springs, in the Snake river canyon. He adds that the plan would create an even flow the year around, prevent floods and eliminate the necessity for dams.

Tailgatmg Cause Of Many Accidents DETROIT rtPl John Vagel; 53, a bus driver for 25 years, says that "tail gating" is' one of the chief causes of traffic accidents. "I've seen hundreds of accidents," he said. "By far the most of them are caused by tail gaiting driving too close to the car in front." He said a motorist driving 35 miles an hour should at least 100 feet between his car and an automobile in front of him. implications that I am not uphoia ing the law are completely out of order." After Chairman Robert. Garvey rapped for order, Rcilly returned to his seat.

Later Doty apologized and the two shook hands. Another unique facet to the meeting was the appearance of Harry Koch, recently appointed head of civil defense in San Mateo county. He is an employe of the Fifth Avenue corpora lion, and was retained to conduct a traffic survey, Ktvh exnlained that he once Sirved as traffic engineer for the city of Detroit and felt qualified to handle the worn. Under questioning from the commission.

Koch said that he felt that the present site picked for the building would cause no more traffic congestion than if the building were located in aLj uLij'ir downtown location. Both William Collier, president of the Fifth Avenue corporation, and Attorney Frank McGoorty stressed that whatever recommen dation as to parking is determined by Koch, that figure sent the amount established. Provide for 1000 Cars We will build two underground levels for 1000 cars if necessary," said McGoorty. Planning Engineer Harold Atkinson pointed out tnai under this city's present executive administrative zoning, a ouuaing with the rentable floor space of 485,000 square feet would require 1944 parking stalls. Tfie.

present San Francisco formula for office buildings would require 972 parking stalls, he said. Attorney Robert Tarver handled the major share of the Fifth avenue corporation presentation last night, as he explained the office building plan. Tarver snd Collier both argued that the holding will not damage property values of the Parrott Park area, a thesis not shared by the homeowners in the area. Claim Properties Won't Suffer ore not going to depreciate property values with this project," said Collier. "Instead, we will be adding S100 assessed value to every front foot of property in the downtown business district by this building." A statement from Seth L. Butler, 514 Maple street, that the neighbors had' never been invited to give their ideas as to the proposed development brought an instant invitation from Attorney Frank O'Neill that residents call at the Hayne estate at any time. Financing Explained. Chairman Garvey also encouraged the joint meeting ta work out the matter. Financing of the building was explained by Collier at the request of Z.

B. Jackson, 532 street Collier said that the building would not be started until at least 40 per. cent tenacy was assured. Then complete financial commitments would be arranged. After letting contract for bid, the successful bidder would be required to post a performance bond signifying his good faith to complete the structure.

Collier also stated that he doubted if a federal building would occupy space in the structure following a question, from Commissioner E. J. Burley in regards to the tax revenue from the building. Burley pointed out that a federal building, unless operated on a lease; would be exempt from taxes. Burley also theorized that an eight story building spread over the entire estate may be cut down to include some residences and an apartment house as buffer to the final lesser office structure.

Hedges should be wider at the bottom than the top, according to H. Pi. Keromerer of the university's college of agriculture.

Kemmerer i said a wide top shades the bottom branches and retards their growth This gives the hedges top heavy look, and allows the coarse trunks to show.
