Warren RECORD REVIEWS Critical looks al new releases From The Tribunes wire services Brickell shows no life on awful solo album Then Edie Brickell debuted 1988, her only attraction was her vacuous persona, captured by the quintessential id tot's song, "What 1 Back then the Texan fronted the New Bohemians. Now she's a solo act on Perfect Morning." though with husband Paul Simon producing the album, she's hardly going it alone. But Simon is unable to tap into Brickell's inane charm, which never had more than minor ap peal anyway, and the result is an album so bad, it's disquieting "Picture Perfect Morning" has a subtle opening that ill represents the rest of the album: Brickell sounds considerably more mature (though void of per sonality), and she's holding her own against a well- -defined rhythm section The rest of the way, she's simply inept. For example, on "Good Times," the first single, she attempts to be a seductive songstress, yet the silky arrangement fits her gawky vocals like a spacesuit.

And another attempt at seduction. the indifferent "Stay Awhile." is more likely to draw PICTURE PERFECT MORNING by EDIE BRICKELL Gefton Reviewed Dy Howard Nows Serpps listeners into a coma Brickell has no life to counter the sluggish arrangements on the album, either, including the title track and "When the Lights Go Down." She can't even adequately handle the stale sing. songy delivery of "Olivia" Furthermore, she struggles with a remote delivery on "Hard Times," which doesn't jibe with the lyrics, which in turn don't jibe with the easy groove. Meanwhile, on "Green" and "In the Bath" Brickell tries a couple of her simpleton routines to no avail (although the stupidly straightforward "in the Bath" has an unintended humorous spin). It's hard to imagine the New Bohemians would have cursed Brickell with the terribly dull ar rangements of "Picture Perfect Morning," but her singing is So weak and her lyrics so trivial, she doesn't deserve any better.

Waterlillies are starting to wilt on 'Tempted' Watertillies are blooming anew with "Tempted." but this season the flowers aren't so attractive. While the New York duo of Ray Carroll and Jill Alikas had a gorgeous debut with "Envelop a couple of years ago. this follow -up lacks enchantment. Alikas' vocals are soaring again, but this time with an uncomfortable affectation. For his part.

Carroll is still laying down sleek. dance-oriented instrumentation. yet he's not consistently imaginative. Alikas sails fetchingly along the insistent rhythm of "Free." and Carroll pounds out a smart marching tempo for "How Does It Feel" and a similarly hard beat on "Work It Out." The title track is a cosmic dance song brewed from her ethereal vocals and his synthdriven music. and "Never Get TEMPTED by WATERLILLIES Reviewed by Chuck Campbell Howard News Service Enough" is sweetly caressing from both a vocal and musical perspective.

On the other hand; "Take My Breath Away" is an overdone ballad, and "Nolion Doll" can be taken as stately or pretentious. And an a cappella remake of the Carpenters' "Close to You" is effusively ornate, but irreconcilably cold. Nightclubs particularly in the East embraced the WaterLillies' debut wholeheartedly, and DJs will find tempting tracks on to spin for their listeners. Fans, too, will discover new favorite songs. But the petals are drooping.

Luscious Jackson's 'Natural' is irresistible four -woman group Luscious Jackson eludes definition on its new "Natural Ingredients." but the album's textured layers of throbs and shuffles are contagious. The funky-folky, rapping Manhattan quartet creates a lively, organic atmosphere of fluid sound, repeatedly anchoring into good rhythms with sharp hooks. From the infectious swirling of the first single, "Citysong." to "LP Retreat," the vibrating closer that signs off the album with an entrancing bassline, Luscious Jackson exudes a distinct New York vibe. The group Jill Cunniff (primarily vocals and bass), Gabrielle Glaser (vocals and guitar), Kate Schellenbach (drums) and Vivian Trimble (keyboards) tosses NATURAL INGREDIENTS by LUSCIOUS JACKSON Grand Royale Reviewed by Chuck Campbell Serpps Howard News Service out looping urban funk in "Strongman." irresistible dance grooves in "Here" and even a lively "Pele Merengue." Yet the band specializes in odd hybrids built on insinuating rhythms and wry wit. Not all songs are equally engaging the folkish "Rollin', for example, will get lost in the shuffle, and the occasional forays into rapping are rather soft.

"I was of a mind that I could be talked into it, if Nick would have shown enough. I didn't want to get kicked in the face twice. I felt I took the rap for what was basically not my fault." Although Edmunds and Lowe still talk and have occasionally done projects together, management remains a barrier. "We never fell out," he said. "Rockpile can be back together," he said.

"It's just Nick Lowe won't be it." Edmunds is planning to tour and is taking Terry Williams, the origi. nal Rockpile drummer, along with him. Those are two hands less than the last time Edmunds went on tour, with Ringo's All-Starr band in 1992. After being dropped by Capitol Records, Edmunds landed with the small Pyramid Records label. The album "Plugged In" is a doit -yourself affair.

Edmunds played all the instruments at his home studio in Los Angeles and carefully patched together several of his own voice tracks for a trademark vocal symphony on "Beach Boy Blood (in My Veins)." After many years spent on other projects, such as producing albums for the Stray Cats, k.d. lang, the Everly Brothers and others, Edmunds wants to concentrate on his own career. Although he has spent countless hours with a guitar strapped over his shoulders. he said his skills with the instrument have gone stale.

"I went through a period, in the '70s and with Rockpile, when I just didn't learn anything." he said. "1 forgot about the guitar, except if i was on a gig or recording. I wasn't learning anything new or taking it any further and there was a lot of wasted time. I want to make that up and feature some guitar playing To that end, his new album includes a real guitar challenge a remake of his own 20-year-old instrumental version of "Sabre Dance." He never really liked the original recording, With songs by the late Otis Redding, ZZ Top's Billy Gibbons and former NRBQ member Al Anderson on his new album, Edmunds continues his habit of. popularizing the songs of others.

He considers his version of Elvis Costello's "Girls Talk" as his best recording ever.
