The new interchanges are located at Cline Avenue (Milepost 10) near Gary and at Willow Creek Road (Milepost 23) near Portage.

The Cline Avenue interchange cost $22.3 million and the Willow Creek Road interchange cost $4.5 million. Creek Road interchange, which has only one bridge. The $8.5 million system was scheduled to go into use in June 1984 and the contractor has been assessed late penalties of $5,000 per day for the past 15 months. The higher tolls reflect increases for travelers between Milepost 24 on the west and Milepost 157 on the automobiles, while diesel fuel sales, primarily for trucks, are up. Gasoline sales declined from $1.62 million in January through August 1984 to $1.46 million through August this year.

Diesel fuel sales rose from $426,755 for the first eight months last year to $541,087 in the January-to-August period this year. He also is an adjunct professor of criminal justice at Indiana University at South Bend. Before joining Cass County, Hinkle was employed as case manager at the Indiana State Prison in Michigan City. He also has served as a juvenile probation officer for Porter and Elkhart county courts.

In his new role, Hinkle will guide a staff of nine in the juvenile department, including the Cass County Youth Services Bureau, in handling abused, neglected and delinquent children who come before the court. Bev Kelver, LaPorte, also won the award of excellence and sweep-stakes award in horticulture. Qualls, 30, of 55865 Birch Road, Osceola, suffered neck injuries in a two-car accident and was treated and released Saturday from Elkhart General Hospital. County police said Qualls car was eastbound when it was hit in the rear by another car on U.S. 20, 1,000 feet east of Apple Road. The driver of the car left the scene before police arrived, but the car is registered under the name of Randy S. Repczynski, of 55466 Birch Road, Osceola, police said.
