It is announced that the longer message, dealing with the various questions of national interest that will be taken up by the present Congress, will be transmitted later. President Roosevelt convened Congress in advance of the time fixed by law in order that it might take into consideration the commercial treaty with Cuba which the administr. tion has arranged and which but an aits the sanction of Congress to be put into effect.

In transmitting the treaty to Congress, President Roosevelt makes it very plain that he is as firm a friend of Cuba as he ever was and that he deems it a duty the United States owes to the young republic in the Antilles that she has fostered to help her out of the financial slough into which she has fallen. At the same time, the President voices conviction that the ratification of the commercial treaty with Cuba would not only be for the benefit of that government, but would secure for the United States economic advantages equally as great, while at the same time not a single American interest is sacrificed. Colonel McClure was for many years the editor of the Philadelphia Times, which gained a wide reputation as being one of the most attractive and best edited journals in the country. A couple of years ago, it passed into new hands and later was merger into the Ledger, with the result that the veteran editor was left out in the cold. During his long and successful career as editor, he had accumulated a competence, but an unwise investment swept away the savings of a lifetime. Notwithstanding all that the newspapers have published in the past six months, the general public still has a very imperfect conception of this great national institution and its workings. With its army of 4,000 employes work Ing under one roof, its elaborate mechanical equipment and the recent extensions of its plant, the government printing office is the largest printing concern, public or private, in the world. A most interesting description of this unique government undertaking is contributed to the Review of Reviews for November by J. D. Whelpley, Washington, correspondent.
