v. 1 A. -ff -'a 2 THE CAPITAL TIMES, Thursday, Sept. 11, 1958 VB(B8 ft p. i i I 3: 3- VS WASHINGTON (JP) The United States and Britain today agreed on Geneva as the site of a Big Three conference on suspending nuclear weapons tests.

The State Department' made public a note sent Wednesday to the Soviet Foreign Office accepting Russias proposal that the talks be held in Geneva. The note was almost identical with one sent to the Russians by Britain Wednesday. The United States expressed gratification that Russia had agreed to start the talks Oct. 31. Russia an Aug.

3S suggested Geneva as the site for the meeting instead of New York as proposed by President Eisenhower. The U.S. note rejected, however. Russias other proposal that the discussions be limited to two or three weeks. It also withheld comment on proposals by Soviet Premier Khrushchev including his call for permanent suspension of tests instead of suspension on a year-by-year basis, as advocated by Eisenhower.

The United States proposes, the note said, that these issues be reserved for discussion at the meetings at Geneva on Oct 31. In turning down Russias call for a three-week limit on the talks, the note said: The United States agrees that the negotiations should be concluded as quickly as possible, but believes that their importance requires the expenditure of whatever time may mutually be deemed necessary for their successful conclusion. Ambassador James J. Wadsworth, U.S. disarmament specialist, was designated chairman of the U.S.

delegation. The conference is an outgrowth of the seven-week meeting of East-West technical experts which ended last month at Geneva. The technical experts agreed that effective supervision and enforcement of a ban on nuclear weapons tests was technically feasible. But they avoided passing judgment on political issues, such as how to arrange inspection posts in Red China where the United States has no diplomatic relations with the Peiping regime. They left such questions for consideration at the higher level conference announced today.

Anderson was defeated for assemblyman in the eastern district of Dane County. He. was defeated by Glenn Henry, a local attorney. We are told that Mr.

Anderson didnt do much work during the campaign Norman Anderson had a good record as an assemblyman Cong. Don Tewes, representative from the second district is going to have a fight on his hands at the election. Robert W. Hasten-meier, Watertown, who won the nomination as the Democratic candidate and Tom Amlie, the other Democratic candidate, polled about 31,000 votes in the 329 precincts while Cong. Tewes polled 29,921 votes.

THE GROWING indifference of people to the need for integrity in government was illustrated in the victory of Mark Catiin, who won the Republican nomination for member of the Assembly from the Appleton district and the nomination of Sheriff Artley Skenandore of Brown County for re-election on the Republican ticket. Catiin was disbarred from the practice of law for six months and fined $1,500 for using his political influence to bring about the release of prisoners at Waupun and Skenandore was charged with accepting money from the keeper of a house of prostitution and for being drunk while on duty. Back in the days when the Progressive movement was at its peak, it would have been fatal for any political candidate to have such records. GOV. THOMSON carried only seven of 97 precincts in Dane County.

The precincts carried by Thomson were first and second precincts of the Tenth and the Thirteenth Wards, the Twentieth Ward, Maple Bluff and Shorewood Hills. The vote in Maple Bluff was 359 for Thomson and 74 Jor Nelson. Nelson polled a surprising vote in Shorewood Hills, where he received 160 votes Mell, 2624 University' and Mr. and Mrs. Fred Westphal, 13 Sherman Ter.
