Let us say to our leaders tonight that not one more dollar from our pay-checks will be used to finance any nation doling out blood money to our mortal enemy an enemy feeding off the wealth and generosity of Americans while our sons in Communist prison dungeons beg for crumbs from Communist thugs. Let me remind you in conclusion that when the smoke-screen of false political righteousness is raised again mccarthyism by Harry Truman or anyone else singing in his choir of deceit that he, Truman, stands on his record as an individual and as a President. He promoted Harry Dexter White, Russian spy.

He fired Douglas MacArthur, one of the greatest living Americans. NEW YORK (JP) Following is the text of Sen. McCarthys address over radio and television Tuesday night: Good evening, fellow Americans. Last Monday night a former president of the United States while attempting to explain away his promotion of Harry Dexter White, a known Communist spy, made a completely untruthful attack upon me. Tonight I shall spend but very little time on Harry Truman.

As an individual, he is of no more importance than any other individual who has been repudiated by an overwhelming vote of the American people. Trumanism, however, becomes an issue insofar as it is embraced by the Democrat Party. The other night, Truman defined what he calls mccarthy ism. The definition was identical, word for word, comma for comma, with the definition adopted by the Communist Daily Worker which originated the term. Yesterday, the national committee' of the Communist Party issued a statement condemning Attorney General Brownell and lauding Truman for his attack upon mccarthyism.

This statement was signed by William Z. Foster, national chairman of the Communist Party, Elizabeth Gurley Flynn and Pettis Perry all three of whom have been indicated for Communist conspiracy against this country. I am sure they will not applaud my speech tonight. Trumanism can perhaps best be defined as the placing of your political party above the interest of the country, regardless of how much the country is damaged thereby. It is the theory that no matter how great the wrong, it is right if it helps your political party.

Trumanism in effect says to the head of a household that if you catch a criminal looting your safe, kidnaping your children and attacking your wife, do not dare turn the spotlight on him, or get rough with him, or call for the police, because i you do, the criminal will have you arrested for disturbing the peace. Now as to Mr. Trumans speech the other night, let us very briefly examine the unusual series of statements made by him explaining his promotion and retention of a Communist spy in high office. Statement No. 1 After Attorney General Brownell first revealed the fact that Truman 'had promoted a man known to him as an espionage agent, the first newspaper report quoted Truman as saying he had never read any of the derogatory material about White.

Statement No. 2 Later when confronted with the fact that the FBI report had been placed in his hands, Truman was quoted as saying that he fired White as soon as he discovered he was disloyal. Statement No. 3 Then when confronted with the fact that White had not been fired, Truman answered, White was fired by resignation. Just what that means, I frankly do not know.

Statement No. 4 Next Truman was then confronted with the letter over his own signature commending this Communist spy in the most glowing terms. Let me quote one sentence from that letter: I am confident that in your position you will add distinction to your already distinguished career. just as much as the average Republican. Certainly there is no division along party lines among the mothers and fathers and wives of the 140,000 Korean casualties whose miseries have come to them from the trickeries and betrayals of an administration whose foreign policy was so carefully shaped by the Alger the Harry Dexter Whites, the Owen Lattimores, the Dean Achesons, the John Carter Vin cents.

We should keep in mind that as of tonight we are engaged in a war which was declared against us 105 years ago declared by Karl Marx, redeclared in 1914 by Lenin, repeatedly reaffirmed by Joseph Stalin, and approved two and a half weeks ago by high officials of the Kremlin. It is the Communist war against free men. The issue Aas not created by McCarthy. It was with us long before I came to Washington. It will be with us until our civilization either wins this war or is destroyed.

We should bear in mind that when that first Communist dec laration of war was made 105 years ago, you could number the active Communist leaders on the fingers of both hands. At the time Truman took over the presidency of this nation, the number of people under Communist domination was 180 million. During his term as President, the figure increased from 180 million 800 million people. This represents the greatest victory of any bru-talitarian dictatorship since time first commenced to run. Why? Is it because Communist slavery is more attractive than the clean fresh air of freedom? Certainly not.

Does the human race welcome chains? Certainly not. Then why? The pattern of Communist conquest has been the same in every country over which the stygian blackness of Communist night has descended. Always first the infiltration of key posts in government by Communist traitors and then the creeping paralysis of fear to speak out and expose the traitors. This fear in each country which was taken over has been engendered and nurtured not only by Communist, but also by the phoney, deluded, fuzzy minded and egg headed liberals in whose book it is a mortal sin ever to expose or criticize a Communist. Of course, it is perfectly proper for Jhe Communist to scream lies and vituperation by anyone who hurts the Communist cause.

Thus the picture has been in Hungary, Czechoslovakia, Rumania and every other nation taken over by the black death of Communism. Thus it is in our country today. In all of the publicity over the part played by Truman in the White case, I fear we are targeting the other equally important ndividuals who were also named in the FBI reports on White. For secret material for every department of government, including Army, Navy, Air Corps, atomic energy. Secret Service, etc.

One of the witnesses before our committee was Edward Rothschild. The FBI had given the old Truman administration detailed reports upon him and his wife. The FBI had made available witnesses who would testify that both Rothschild and his wife yere Communist. Also that she was an important officer in the Communist party, that Communist meetings were held at their home, and that he had been engaged in stealing government secrets, including secret codes from the printing office. He was before our committee on Aug.

10 of this year. Let me quote a few questions and answers. Question: Is it a fact that you have access to secret and confidential material? Answer: Yes. Question: Up until today? Answer: Up until this moment. Question: Are you a member of the Communist Party as of this moment? Answer: Under the fifth amendment, 1 decline to answer, Question: Did you ever steal a secret code from the Government Printing Office? Again a refusal to answer under the fifth amendment.

Question: Were you engaged in espionage against the United States on Aug. 9 of this year? Again a refusal to answer under the fifth amendment, on the ground of self incrimination. Well, to get rid of a Communist handling secret material is, of course, important. But it is even more important to discover how he got thetfe and who kept him in his job. In this connection we had before us the secretary and the acting chairman of the loyalty board.

Let me quote briefly from their testimony. This testimony gives perhaps as clearly as any the reason why the Truman Democrat administration was crawling with Communists. The secretary of the loyalty board was asked the question why they did not call the witnesses whom the FBI could furnish witnesses who were available to testify under oath that this man handling secret material was" a Communist and was stealing secrets. The' answer was that it was not their practice to do so. Then I asked the secretary of the loyalty board this question: Is it true that in the Rothschild hearing, you only called witnesses who were suggested by Rothschild: is it the usual practice to hear only the witnesses w'hom the accused wants you to hear? Answer: That has been the practice.

Chairman: Let me ask you this, does your board operate under the general rule that mere membership in the Communist Party is not sufficient to bar a worker? Answer: That is true, and Seth Richardson gave us the phi losophy behind that. He was our guide. Keep in mind that Seth Richardson was the top man the final word on Trumans loyalty board. As you hear this order that a man should not be barred from handling government secrets merely because he was a Communist, listen to this pledge that all Communists are required to take in applying for membership: The undersigned declares his adherence to the program and statutes of the Communist international and the Communist party of the U.S.S. and agrees to submit to the discipline of the party and to engage actively in its work.

ism would be a dead and forgotten issue. The raw, harsh, unpleasant fact is that Communism is an issue and will be an issue in 1954. It would not be an issue between our two great political parties if they were united in fighting Communism. They are not so united today. Truman diatribe against those who expose Communists is the best proof of that.

I would remind those who speak about Communism not being an issue that Communism is not isolated from the other great evils which beset us today. For example, when a Harry Dexter White by his manipulations through the Treasury Department undermines the money system in China when a Lauchlin Currie on White House stationery countermands the orders to ship vast amounts captured German equipment to China to be used in her war against the Communists when the Communists and fellow travelers in policy-making positions sold out our friends to our enemies with the result that 620 million people disappeared behind the Iron Curtain between 1945 and 1953 when they were doing this, they were making necessary a huge tax bui'den upon the American people to build up a defense for this nation. They were in effect signing the draft call for the hunderds of thousands of young men who have been called to military duty. They were setting the stage for future wars and signing the death warrants of unknown numbers of Americans. Therefore, practically every issue which we face today from high taxes to the shameful mess in Korea is inextricaly interwoven with the Communist issue.

Democrat office seekers from the Atlantic to the Pacific have been proclaiming that mccarthyism is an issue in this campaign In a way, I guess, it is, because my position as chairman of the investigating committee where I can continue to expose and dig out Communists depends upon Re publican senators being retained in office. Therefore, if the American people agree with Truman that what he calls mccarthyism is bad, that it is Wrong to dig out and expose traitors, they have a chance to get rid of me as chairman of the investigating committee next fall by defeating any Republican up for election. If the American people, on the other hand believe in the necessity of digging out and getting rid of that type of people who have been before our committee for example, those who refuse to say whether they would sabotage our defense plants if ordered to do so by the Communist Party on the ground that the truth might send them to jail if they believe, as I do, that reason, dishonesty and stupidity, should be exposed wherever and whenever found, then their answer is to keep the Republicans in power so we can continue to clean out the augean stables. But now let us take a look at the Republican Party. Now that we are in office, if we are to keep faith with the American people, we must keep our own house clean.

During last years campaign and during th 1950 cam-campaign and during the 1950 campaign, I perhaps spent as much time as any other man talking to the people of this nation, urging them to defeat certain senators who were untrue to their country not because they were evil men, but because of the mistaken idea which they developed in the Washington atmosphere of smog that their first loyalty was to keep their party in power and then if there was any loyalty left over, they could give that to their country. jlood-stained blunder of the Acheson-Truman regime. We promised the American people something different Let us deliver not next year or next month let us deliver now. But how are we going to do it? Once a natiori has allowed itself to be reduced to a state of whin-ng, whimpering appeasement, the cost of regaining national honor may be high. But we must regain our national honor regardless of what it costs.

I know it is easy to talk in general terms about what can be done. Let us be specific. As you know, we have been voting billions of dollars each year to help our allies build up heir military and economic strength, so that they can help this day to day straggle between the free half of the world and the Communist slave half. If the money we give them is be-ng used for that purpose, then is well spent. If not, then those allies are defrauding us.

Well, what is the connection between this and American men in Communist prisons? There is a very direct connection. The London Daily Express that is Lord Beaver-brooks paper dated in February, 1953, which was even before the phoney Korean truce was signed, bragged that their trade with Red China had increased 1500 per cent in January, 1953, over January, 1952. The debates in the British House of Commons shows that the increase has been many times greater since the signing of the truce. How does this affect you? As of today, some money was taken out of your pay check and sent to Britain, As of today Britain used that money from your pay check to pay for the shipments of the sinews of war to Red China. What can we do about it? We can deal a death blow to the warmaking power of Communist China.

We can without firing a single shot force them to open their filthy Communist dungeons and release every American. We can blockade the coast of China without using a single ship, a single sailor, or a single gun. We can do this by merely saying to our allies and alleged allies if you continue to ship to Red China while they are imprisoning and torturing American men, you will get not one cent of American money. How can you people in my radio and television audience see that this is done? You can say to those who you have elected to man the watchtowers of this nation, Democrat and Republican, alike: You will be taken down from those watchtowers if you con tinue to take money from my pay check today and send it to any of those allies who are in turn shipping the sinews of war to the Communist enemy! In this connection, let us keep in mind that we have long had a rule that no American shipping firm, no American merchant could deal with the enemy. If that rule is sound and it is then why should we take money out of the paychecks of every American W'orking man to finance countries to do what we forbid our merchants and shipping companies from doing? In the day of old, a Roman senator named Cato rose on the floor of the Roman senatae each day and ended his speech with the phrase: De-lenda est Carthago Carthage must be destroyed.

After repeating this over and over and over, the Roman people were aroused to the threat of Carthage until finally Carthage was no more. The Republican theory must be that a detailed accounting is an absolute, irrevocable right of the American people.

Before looking at same of the cases in which our batting average is zero, let me make it clear that 1 think the new administration is doing a job so infinitely better than the Train an-Ache son regime that there is absolutely no comparison. For- example, while almost daily from the time I mentioned the 57 Communists and 205 security risks in government, until the time the Truman-Acheson regime was removed from office almost daily some leader of the Democrat Party would proclaim to the country that there were no Communists in government. And that my attempt to dig them out was dishonest and a hoax. The new administration has now gotten rid of 1456, all of whom were se curity risks and practically all of whom were removed because of Communist connections and activities or perversion.An excellent record for the time President Eisenhower has been in office. However, let us.

glance at a few cases where our batting average is zero where we struck out. For example, we still have John Patton Davies on the payroll afte 11 months of the Eisenhower administration. And who is John Patton Davies? John Patton Davies was (1) part and parcel of the old Acheson-Lattimore-Vincent-White-Hiss group which did so much toward delivering our Chinese friends into Communist hands; (2) He was unanimously referred by the McCarran committee to the Justice Department for indictment because he lied under oath about his activities in trying to put Communists and espionage agents in key spots in the Central Intelligence Agency. Why is this man still a high official in our government? Now let us examine the fail ure of my party to liquidate the foulest bankruptcy of the Demo crat administration. On Sept.

12 1953, the Chinese Communists announced that they would not trea1; as prisoners of war American fliers who wee shot down during the Korean War over Manchuria On Sept. 10, 1953 the Army an nounced that some 900 American young men known to have been prisoners of the Communists in Korea were unaccounted for. Why do I bring this situation up tonight? We, the Republican Party, are not responsible for it. But we are responsible for the proper handling of the situation as of tonight. It is a responsibility we cannot shirk even though we did not create the situation.

Now, what are we going to do about it? Are we going to continue to send perfumed notes, following the style of the Truman-Acheson regime? Or are we going to take the only position that an honorable nation can take namely, that every uniformed American packs the honor and pride and power of this entire nation on his shoulders. The millions of people in my radio and television audience tonight will recall that even in grade school your hearts beat a bit faster and you felt a great surge of pride when you heard in song that this was the land of the free and the home of the brave. But my good friends, let me ask you, how free are we when American aviators fighting under the American flag are, at this very moment on Nov. 24, 1953, being brainwashed, starved, or murdered behind an iron or bamboo curtain. How brave are we how brave are we when we do not use all the power of this nation to rescue those airmen and the 900 other military men who have been unaccounted for for months? I realize, of course, the low ebb to which our honor has sunk over the past 20 years.

But it is time that we, the Republican Party, liquidate this Service Commission loyalty board had found Wheeler unfit for government service because of his membership in the Communist party. The record is replete with evidence of espionage on his part. On Oct. 4, 1944 the then Senator Harry Truman, who was a candidate for the vice presidency on the Democrat ticket, wrote a three page letter to the Civil Service Commission denouncing the commission in the strongest language for the procedure they followed in ordering the dismissal of Wheeler. In October of 1945, after Harry Truman became President, the Civil Service Commission reversed itself and ordered Wheeler reinstated.

There, my friends, you have some small portion of the sordid picture. Nothing accidental about that picture either. It is a deliberate pattern of Communist infiltration. Impossible, you say? Yes. Unbelievable? Yes.

But there you have it. It is all a matter of cold record. The most unbelievable picture is that as the danger to this nation is slowly and laboriously exposed, instead of an admission of guilt, of stupidity, Democrats from coast to coast join the chorus of the Communist Daily Worker and shout, Oh, isnt this mccarthyism an awful thing? How many American young men have died and how many will die because of this stupidity, blindness and treason no one will ever know. But what answer do we get when it is exposed? The leader of the Democrat Party Harry Truman in the most intemperate language condemns the attorney general for giving the American people the facts. He then proceeds to damn McCarthy, drawing heavily upon his repertoire of dirty names because I took some part in the exposure of the Communist infiltration of his administration.

I would not be concerned about what a defeated and discredited politician has to say, except that his leadership if you can call it that on the Communist issue is being fol-' lowed by so many Democrats. For that reason I would like to briefly run over the work that our committee has been doing. This may furnish a key to the bitterness of the Truman Democrats toward my work, which they prefer to call mccarthyism. Now' for a glance at a few excerpts from the testimony before our committee. On Nov.

19, 1953, we were investigating Communist infiltration and potential espionage and sabotage in the huge General Electric plants in Schenectady, N.Y., and Lynn, Mass. Defense officials had previously admitted very freely that if enemy agents could sabotage the GE facilities, it would deal a crippling blow if not a death blow to our defense attempts. So listen now to one of the witnesses work-ng in one of those defense plants. His name is Henry Archdeacon. The first question: Were you engaged in espionage over the past few weeks? Answer: I decline to answer that question on the basis of the fifth amendment that is, it migty tend to incriminate me.

Chairman: As a matter of fact, you have been giving to the Communist Party complete detailed information on everything going on in the GE plant? Answer: I decline to answer on the basis of the fifth amendment that is, it might tend to incriminate me. Chairman: Just one further question. If we were to have war with Communist Russia, and if the Communist party ordered you to sabotage the facilities at GE, would you disobey that order of the Communist Party? Answer: I decline to answer that question on the basis of the fifth amendment. Another witness, Donald Morrill, was called the same morning less than a week ago. Again the same questions as to whether he would sabotage our defense installations for the Communists again the same refusal to answer on the grounds of self-incrimination.

Only this morning less than 12 hours ago a witness, Joseph Levitsky, appeared before our committee. Levitsky had until very recently been working in the tel-communica-tions laboratory which was handling secret radar work dealing with the defense of this nation He refused, under the fifth amendment on the grounds of self-incrimination to tell whether during the last" 30 days he had engaged in a conspiracy to commit espionage, and whether during July of this year he had been attempting to recruit espionage agents. Let us shift quickly to another branch of the government. A few months ago, we were investigating espionage in the Government Printing Office which handles Saw Psychiatrist, Dropped By Reds LOS ANGELES UP) A movie producer says the Communists ousted him from their party because he saw a psychiatrist. Producer William L.

Alland, maker of the 3D hit It Come From Outer Space, said he told a closed session of a House Un-American Activiteis subcommittee Monday that he was banned from Communist meetings in 1948. That was when party big guns discovered he had visited a psychiatrist, he said. Alland, a combat pilot with a record of 56 missions in the South Pacific in World War II, said he joined the party in 1946. He added that he found psychotherapy very helpful and declared that 95 per cent of the Communists in Hollywood belonged on a psychiatrists 'couch. ri 1 Arraign Robbery Suspects Nov.

30 RACINE UP) Two men accused of armed robbery in the $1,000 holdup of the Pugh Oil Co. Saturday appeared in Municipal Court Tuesday and were ordered to appear for arraignment Nov. 30. John Berger, 26, Kenosha, and Clyde Anderson, 26, Racine, asked Judge Floyd Monk to appoint an attorney for them. He also continued ligh in government despite the warning.

In March and April of 1947, at the special request of the State Department, he attended the Moscow meeting of the Council of Foreign Ministers as an adviser to the secretary of state. On Dec. 23, 1947, Secretary of State Ache-son recommended Glasser for another job in the most glowing terms. I have here a photostat of the letter. It is too lengthy to read.

In this letter Acheson tells how closely he and Glasser worked together and refers to him, I quote: as a good working companion. I have in my hand also a photostat of a letter dated Dec. 26, 1947, signed by Secretary of the Treasury John Snyder, who was one of Trumans closest personal friends, as well as his appointee to that position. He recommended Glasser for an important job despite FBI reports describing Glasser as a member of a Communist spy ring. In his letter Snyder says, and I quote two lines from his letter, he has held very responsible positions in the Treasury and has also been assigned to important overseas missions.

We have relied heavily on his judgment and his recommendations and I regret that his decision to leave the government service is depriving us of him. Again quoting from Snyders letter: Glasser has no hidden facets to his personal qualities. As for others included in the FBI report, there was Silvermas-ter, named ast he head of the ring, Ullman and Kaplan namec in the FBI reports as his aides what happened to them? Kept on and promoted given access to secret material. And Donald Hiss? He is the law partner of Dean Acheson. Another case in which Truman intervened in behalf of a Communist agent w'as the case of George Shaw Wheeler.

On April 13, 1950 Wheeler, who had been working for the United States government in Europe, deserted to the Com munist cause denouncing the gestapo methods of the United States and stating that he was going to stand proudly with the Soviet regime. -Wheeler then disappeared behind the Iron Curtain. As early as 1944 the Civil Statement No. 5 Truman finally came up with the excuse that while he had read the FBI report which branded White as a spy, he kept White on and promoted him to a higher job to help the FBI in its investigation of the spy ring. As to this, J.

Edgar Hoover, on page 136 of the hearings says: 1At no time was the FBI a party to an agreement to promote Harry Dexter White and at no time did the FBI give its approval to such an agreement. Such an agreement on the part of the FBI would be inconceivable. Statement No. 6 In his speech Truman said, The attorney general in jsaying Harry Dexter White was known to be a Com munist spy by the very people who appointed him. lied to the American people.

To determine whether Truman or Brownell was lying, let us again quote Hoovers testimony: From Nov. 8, 1945, until July 24, 1946, seven communications went to the White House bearing on espionage activities, wherein Harry Dexter Whites name was specifically mentioned in the 28 page summary concerning White, dated February 1, 1946, delivered to General Vaughan on Feb. 4, 1946, the information contained therein came from a total of thirty sources, the reliability of which had previously been established. Thus in statement No. 6 Truman calls Brownell a liar for having stated that he, Truman, knew White as a spy, even though Truman admitted receiving the report from Hoover which gave thirty different sources showing that White was a spy.

But having been caught six times, red handed, Truman comes up with the granddaddy of them all and says, It was all McCarthys fault; it is all the fault of mcc'arthyism; and isnt that nasty McCarthy an awful man. Now', lets get dow'n to the heart of this matter. There is no reason on earth why this fight to expose and remove Communists and traitors from positions of power should be a contest between Americas two great political parties. Certainly the millions of loyal American Demo crats love America and despise Communist spies and saboteurs WATCH FOR Another indication of how the Truman Democrat administration felt about Communism is indicated in the statement by the then acting head of the Bureau of the Budget, who was appointed by Mr. Truman.

He is quoted in the 1947 hearings of the House Un-American Activities Commit tee as saying: A man in the employ of the government has just as much right to be a member of the Communist Party as he has to be a member of the Democratic or Republican Party. This gives you a picture of why the Communists, the fellow travelers, and the Truman type Democrat who places party above country, scream so loudly about mccarthyism, why their hatred and venom knows no bounds, why there is no limit of decency to restrain them in their vilification and smear.
