Olszewski, 87, the Sacred Heart Home, Avilla, formerly of South Bend, died Wednesday afternoon in McCray Hospital, Kendallville, after a two-month illness.

He was retired from the Stude-baker Corp. He was born Aug. 21, 1892 in Poland, and had lived in South Bend for 65 years, coming from Poland. His wife, Victoria, died Sept. 17, 1972.

By RON DZWONKOWSKI AsMUHted Press, LANSING A cautious state Board of Kducation Wednesday night told U.S. District Judge Noel Fox that according to state law, the three southwest Michigan school districts should be combined by annexation. The board, which has also been found a party to illegal segregation the case, sent Judge Noel Fox a report suggesting the Benton Harbor, districts. merge by annexation, rather than consolidation, which had been ordered by Judge Fox on Nov. 8.

Fox had asked for a report on how to best get the job done Both merger methods require a ole of the districts residents. While acknowledging the chances of public approval either way are slim, the state board stopped short of saying Fox will have to order the change. Instead, the board said steps that follow annexation will make the changeover more smooth than consolidation. Annexation means tying two of the districts to the third Consolidation means dissolving the districts into an entire new one. It would appear that merger could be accomplished a manner more consistent with state law by utilization of the annexation procedure.

In particular, annexation seems to simplify matters j-egarding establishing a uniform tax levy and (employee) contractual agreements, the boards report said. A motion to approve the report failed, and board members decided to simply accept and transmit it. I'm very troubled with an order to ignore state law.
