IB THE ONEONTA STAR, Oneenta, N.Y., Monday, 1972 The Taxpayers ask IRS questions NATTIESS PAK AT WHITE SALE PRICES This column of questions and answers on federal tax matters Is provided by the local office of the U.S. Internal Revenue Service, and Is published as a public service to taxpayers. The column answers questions most frequently asked by taxpayers. Is It true that victims of tropical storm Agnes may be able to claim this year's disaster losses on last year's return to get a refund? A) Yes. A recent amendment to the Federal tax law allows taxpayers who suffered disaster losses during the six months ending June 30, 1972 to claim those losses on last year's tax return.

This is not limited to victims of tropical Agnes, but applies to all tax- Methodists planning to form group MORRIS Members of the United Methodist Church are holding neighborhood groups at the home of the members to revive and replace the older neighborhood leader group tha was formed a number of years ago. Members of West a i Liberty, and West Street met at the home of Mrs. Claudine Smith July 27 for brunch. Those attending were Ora a 1.1, Marilyn Crumb, Claudine Smith, Mable Card, Lillian Lamb, Pag Elliott, Mrs. Brewer, and Rev.

Peter Willis. There has been two other such meetings on Meadow Lane and Grove Street. At each meeting a volunteer for chairman is accepted, which in turn will meet with the chairman of other groups and decide on matters such as the time to hold the meetings, She day and place and then they will report back to their particular neighborhood group. Ciaudine Smith volunteered to serve as acting chairman of the West Street group with Ruby Foote for Meadow Lane and Gladys McWilliams for Margrave Street. There will be other names added as tlhe- groups meet for other streets and outlying areas.

The conference report, approved by voice vote and sent to the House, applies to disasters of January 1971. payers who suffered losses In all sections of the country declared disaster areas by the President during the first six months of 1972. An individual Income taxpayer may claim these losses by filing an amended return, Form 1040X.

Corporations may use Form 1120X to file amended returns. These forms and additional information are available at any IRS office. Q) I am working In the United States this summer and plan to return to my home In Europe In the fall. When should I obtain my "sailing permit" from the IRS. A) The permit, or tax clearance, should be gotten at least two weeks, but not earlier than 30 days, before your departure.

The permit is part of the income tax form that must be filed by most aliens before their departure from the United States. For more information on obtaining a permit, write the nearest Internal Revenue district office and ask for a copy of IRS Publication 519, "United States Tax Guide for Aliens." It's available free. Q) I have to work part-time lo pay for college. Is there any way I can stop having Income tax taken out of my paycheck? A) Yes, you may stop income tax withholding on your earnings, if you owed no federal income tax last year, expect to owe none this year, and file a Withholding Exemption Certificate (From W-4E) with your employer. However, If tax has already been withheld this year, you must file a tax return next year to have it refunded.

Q) The bank where my son opened up a savings account wants his social i number. Where can he get one? A) Your son may apply for a social security number by filing a Form SS-5 with the Social Security Administration District Office. Form SS-5 may be uo- tained from your local IRS or Social Security office. Banks and other financial institutions are required by law to report certain dividend and interest payments to the IRS. They are required to Identify these payments using the recipient's tax account number, which is the same as the social security number for most people.
