"I never saw so many eyes glaze over in my life," he said about his efforts to push renewable energy legislation through Phoenix. The remnants of that legislation was the governor's renewable energy study commission. County and municipal governments are a "notch up," he said, because those entities deal with planning ordinances. Utility commissions have a broader understanding but the business community is on par with the Legislature, he said.

The city of Sedona approved the project in 1996, stipulating that the builders preserve or replace all pinons removed during construction and that designated areas be kept in their original state. But the project's groundbreaking was delayed for five years by a lack of sewer capacity that was finally corrected last year when the city's sewer system was connected to the property. Soon after the groundbreaking last summer, another delay ensued on the heels of the Sept. 11 terrorist attacks.

Construction resumed eight months later in May. The development is expected to be completed in 18 months. Two years ago the Hyatt Development Corp. of Chicago joined Bruce Goldstein Associates to form a partnership. Hyatt became managing partner of the project.

TIME-SHARES HIGH END SHOPS The multi-leveled complex will encompass 40 structures that will house 109 time-shares and 38,000 square feet of restaurant and retail space that will be integrated into the hillside, Sather explains. The walls and structures will be built of natural, dark-red-hued stone and earth-colored stucco that blends with the surrounding red rocks. The resort's main entrance runs directly from the intersection of 89A and Highway 179 up a switchback roadway to the tip of what remains of the original knoll, to a stepped back, 109-unit time-share resort that will be minimally visible from the highway below.

A recreation area located in the middle of the resort area will include a swimming pool and spa. A tennis court will be located at the rear of the resort level and two secondary entrances will lead into the resort from Forest Road.
